The city of Stockton, Calif., which launched a universal basic income pilot program earlier this year, will listen to stories from a select group of recipients of the no-strings-attached cash by the end of April, adding tangible anecdotes to the national political conversation on income inequality ahead of 2020.

NEW JERSEY’S LARGEST CITY PLANS TO TEST UNIVERSAL BASIC INCOME PROGRAM

The Stockton Economic Empowerment Demonstration, a pilot program on universal basic income, launched in February, the Los Angeles Times reported.  Over 100 residents from the city’s lower-income neighborhoods will be administered $500 a month via debit cards for the next year and a half. The money comes without any restrictions, such as requiring recipients to be employed or maintain sobriety.

Head of Stockton’s program, Sukhi Samra, told the Los Angeles Times that 25 participants dubbed “storytellers” will offer their experiences on how the extra monthly cash has contributed to their lives. While data from the program’s research findings won’t be available until 2021, Samra expects anecdotes to resonate more with voters who could hear the potential effects of their political decisions.

Stockton became the first to move ahead on a universal income pilot, as other U.S. cities, including Newark, NJ and Chicago, consider similar programs that would deal out monthly payments to struggling residents. Programs in Canada and Finland were scrapped for being unstainable.

Stockton received $1 million in initial funding for the $3.1 million program from the Silicon-Valley-based organization The Economic Security Project. Further research should reveal how basic income programs could be sustained by local or federal governments on a more permanent basic.

Head of Foxconn announces Taiwan presidential bid

Terry Gou, the head of the world’s largest electronics supplier, Foxconn, says he is planning to run for president of Taiwan.

Gou announced Wednesday that he would be putting himself up as a hopeful in the opposition Nationalist Party primary ahead of next year’s election.

The Nationalists favor closer ties with Beijing, a policy that accords with Gou’s massive business interests in China. Candidates are expected to face a crowded field in the 2020 polls, in which President Tsai Ing-wen of the pro-independence Democratic Progressive Party says she will seek a second four-year term.

A South Korean man set his apartment on fire Wednesday and fatally stabbed five of his neighbors,– including a 12-year-old girl– as they fled the building, authorities said.

The unidentified 42-year-old suspect also injured 13 people, the BBC reported. Their conditions were not immediately known. The suspect’s alleged rampage stemmed from a grievance about overdue wages.

He was detained by police at the scene.

The man set his apartment on fire in the southeastern city of Jinji around 4:30 a.m., police said. He then allegedly ambushed fleeing neighbors in the building stairway and stabbed them, the BBC reported. Officers confronted him in a hallway and fired blank and live ammunition before subduing him with a taser, the South Korea Times reported.

The Ministry of Employment and Labor said the man never filed a complaint with local labor authorities about unpaid wages. Police told the Times he had at least five run-ins with his neighbors prior to the alleged killings.

Police arrested a Maryland man Monday for allegedly knowingly transferring HIV to women he met on dating apps, a report said.

Rudolph Smith, 34, of Frederick, Md., was indicted on four counts of first-degree assault, reckless endangerment and other charges, Fox 5 in Washington, D.C. reported.

His arrest came after a 21-month long investigation that began after a tip.

Turning Point USA’s Candace Owens appeared on “Hannity” on Tuesday night following a hostile confrontation with protestors on the University of Pennsylvania campus.

Owens began by acknowledging that she “knew” what she was getting herself into but didn’t know “how ugly it could get.”

“I can’t believe this is the ‘tolerant’ left, but I think it’s really important to hold up a mirror to leftists and to expose them for exactly who and what they are,” Owens told Fox News’ Sean Hannity.

The communications director of Turning Point USA expressed that her “Blexit” movement, which is aimed at African Americans to “exit” the Democratic Party and vote Republican, is “resonating” in the black community and is why the opposition is “upping their attacks.”

“In 2020, the black vote is fully on the table,” Owens declared, “and they are petrified because they rely on the black vote. We are talking about moving it five points and the Democrat Party is toast. These antics that you’re seeing is really their fear.”

Owens also added that she had enough of going through basements and backdoors after events challenged other black Americans to “walk through the front door.”

Nancy Pelosi is speaker again for one reason: her party picked up 40 seats in mostly moderate districts.

And yet the Democrats are being yanked to the left by their most visible uber-liberals, creating a huge image problem for the 79-year-old congresswoman.

With the left-wingers grabbing the lion’s share of media attention, President Trump is already trying to run against her party as a bunch of wild-eyed socialists.

That leaves Pelosi with the unenviable task of preventing the Democrats from being defined by their most ideological members — and yes, the irony that this challenge falls to a classic San Francisco liberal is unmistakable.

Democrats aren’t the world’s most organized party. Holding together a fractious caucus has never been an easy task. And there are lingering levels of distrust from the way the establishment favored Hillary Clinton in 2016 over Bernie Sanders, who now finds himself the nominal front-runner for 2020.

With the party obsessed with knocking off Trump, keeping a façade of unity may well be impossible.

“The far left’s frustration with House Speaker Nancy Pelosi is on the rise,” The Washington Post declares.

The latest contretemps revolves around Ilhan Omar, one of the first two Muslim congresswomen, who has repeatedly stirred controversy with comments viewed as anti-Semitic. It was Pelosi who had to steer passage of a House resolution condemning anti-Semitism and other forms of bigotry that was watered down by not mentioning Omar.

Now the Minnesota lawmaker is in a war of words with Trump, triggered by her remarks about 9/11. Omar complained that Muslims were being treated as second-class citizens because “some people did something and that all of us were starting to lose access to our civil liberties.” The New York Post put a photo of the burning twin towers on the front page with the headline, “Here’s Your Something.”

The president pounced by retweeting a post that called Omar a “sick monster.” He posted a video with footage of the World Trade Center — titled “WE WILL NEVER FORGET!” — with Omar’s remarks spliced in.

When Omar started receiving death threats, some in the media blamed Trump, as if criticism of a politician is the equivalent of inciting crackpots against her. But the situation was certainly inflamed.

The Post reports that “Omar’s allies over the weekend were upset by what they viewed as Pelosi’s delayed response” in supporting her colleague. Her first statement criticizing Trump made no mention of Omar. Pelosi ratcheted up her rhetoric on Monday, saying the president’s sharing of the video was “beneath the dignity of the Oval Office.”

Liberals are also upset, according to the paper, at Pelosi’s jibe at Alexandria Ocasio-Cortez during a “60 Minutes” interview. Pelosi said AOC’s “wing” of the party included “like five people.”

Trump has ramped up his attacks on Omar, saying Monday that she’s “very disrespectful” toward both America and Israel and has “got a way about her that’s very, very bad for our country.”

The president is also using Omar as a way of dinging Pelosi. Keep in mind that Trump has not directly assailed Pelosi — not even bestowing a nickname on the woman who seemed to have outmaneuvered him during the 35-day government shutdown.

Look at this presidential tweet: “Before Nancy, who has lost all control of Congress and is getting nothing done, decides to defend her leader, Rep. Omar, she should look at the anti-Semitic, anti-Israel and ungrateful U.S. HATE statements Omar has made. She is out of control, except for her control of Nancy!”

Trump is essentially saying that Pelosi has lost control to her left-wing zealots, and has been reduced to an Omar puppet. Pelosi actually runs the House with a strong hand, but Trump’s slam nicely dovetails with his desire to run against the Omar/AOC/Bernie “socialists.”

Liberal critics are accusing the president of using bigoted rhetoric.

“If Omar is a target, it has little to do with what she said and everything to do with who she is: A black Muslim woman — and an immigrant — whose very person disrupts the exclusionary ideal of a white Christian America,” says Jamelle Bouie, an African-American columnist for The New York Times.

It’s all gotten pretty ugly, no question about it. Ilhan Omar, although she apologized once for anti-Semitic comments, does not appear to be a conciliatory politician. And neither, of course, is Donald Trump.

But there is a payoff to waging such high-profile fights: Omar raised $832,000 in the first quarter of the year, more than all but a few House Democrats.

Nearly $1 billion has already poured in from ordinary worshippers and high-powered magnates around the world to restore Notre Dame Cathedral in Paris after a massive fire.

Construction teams brought in a huge crane and a delivery of planks of wood to the site Wednesday morning.

French President Emmanuel Macron ratcheted up the pressure by setting a five-year deadline to restore the 12th-century landmark. Macron is holding a special Cabinet meeting Wednesday dedicated to the Notre Dame disaster.

Presidential cultural heritage envoy Stephane Bern told broadcaster France-Info on Wednesday that 880 million euros ($995 million) has been raised so far. Contributors include Apple and magnates who own L’Oreal, Chanel and Dior, as well as Catholics and others from around France and the world.

Authorities consider the fire an accident.

An Alabama father died Monday from injuries after he was accidentally shot last weekend while changing his daughter’s diaper outside a Chuck E. Cheese, authorities said Tuesday.

Authorities identified the dad as Timothy Roshun Smith Jr., 22, of Birmingham. He was changing his daughter’s diaper in a parked vehicle when he reached inside a diaper bag and the gun discharged, authorities said.

Smith was wounded in the chest and his daughter was struck in the leg. The girl is expected to survive, the police department said in a Facebook post. The girl is expected to recover.

“This was a tragic accident and condolences from the VHPD and VHFD go out to the family involved,” a police statement read.

Doctors in Texas are racing to find what caused a baby there to be born without most of his skin.

Little Ja’bari Grey, who was born on New Year’s Day in San Antonio, was in stable condition as of Tuesday, but specialists at the Texas Children’s Hospital in Houston are trying to understand the cause of his condition so they can better treat him, the San Antonio Express-News reported.

“We want to find an answer right now, but everything is in the air,” said mother Priscilla Maldonado. “They’re just really focused on keeping him comfortable right now.”

The 3-month-old is missing his skin on his torso and arms but has some on his head and legs. Doctors first believed he may have a rare condition called Aplasia Cutis.

But on Monday, specialists said he may be actually be suffering from Epidermolysis bullosa, a rare genetic connective tissue disorder that affects only 20 newborns out of 1 million in the US. There is no cure but the disease can be managed with pain pills and other measures.

The baby’s parents Maldonado, 25, and her husband Marvin Grey, 34, are undergoing genetic testing to know for sure.

“It could be two to three weeks before they have an answer,” said Maldonado. “They don’t want to treat my son for the wrong thing.”

For now, Ja’bari, who weighed only 3 pounds at birth, is being treated with pain medication, topical ointments and frequent dressing changes, his mother said. He now weighs 8 pounds and is being fed through a tube in his nose.

“He’s been in the hospital his whole life,” said Maldonado. “I’ve been able to hold him twice, but you have to be dressed in a gown and gloved-up. It’s not skin-to-skin. It’s not the same.”

The family also didn’t receive the specialized treatment after Medicaid officials said they wouldn’t cover the transfer to the Children’s Hospital. Officials reversed their decision after media coverage of the family’s plight, according to the Express-News.
