A man in Florida accused of fatally shooting another man — inside a home he was burglarizing — was shot by a neighbor as he tried to get away, according to reports.

Javier Medina-Tamayo, 20, allegedly shot 38-year-old Enrique Blanco on Saturday night after he and his fiancée woke up to the sound of a loud noise coming from the living room of their Royal Palm Beach home. Blanco went to check it out when the fiancée reported hearing another loud noise, then saw him fall to the ground, according to WPLG, which cited a Palm Beach County Sheriff’s Office probable cause affidavit.

Blanco reportedly said, “They shot me.”

The man’s fiancée, Shakira, then saw a masked gunman enter the kitchen with a gun pointed at her, the station reported, adding that she screamed and begged the suspect not to kill her as she ran out the front door.

A neighbor reportedly heard the commotion, grabbed his gun and went outside to see the gunman getting away on a bicycle. The neighbor then yelled at Medina-Tamayo, who allegedly started shooting at the neighbor. Deputies said the neighbor returned fire, hitting Medina-Tamayo in the leg, WPLG reports.

When deputies arrived to the South Florida home, they found a man dead on the kitchen floor and Medina-Tamayo in the middle of the street with a gunshot wound to his leg, the station reported.

Medina-Tamayo was taken to a hospital in West Palm Beach, where detectives found the dead man’s wallet, two gold bracelets and a gold watch from his pockets, deputies said. Medina-Tamayo reportedly denied any involvement in the crime.

Medina-Tamayo faced several charges including first-degree murder, occupied burglary with a firearm, home invasion robbery with a firearm, shooting into an occupied building and wearing a mask during the commission of a felony.

Two puppies in Florida were rescued by law enforcement and named after Hurricane Dorian, which swept dangerously close to the state’s east coast as a Category 2 storm after wreaking havoc and destruction in the Bahamas earlier this week.

The first rescue happened when Fort Pierce Police Department officers Michael Jean and Martin Ortiz received a call from a resident who told them that she was unable to care for her 6-week-old puppy as she braced for the hurricane’s arrival.

Jean took a liking to the brindle pit bull, which was too young to be left in a shelter cage until the storm passed, and knew he needed to find the animal a home.

Jean FaceTime’d his wife and family and “after a little nudging from some of the other officers,” they decided to adopt the dog, naming it Dory after the storm, according to the police department’s Facebook post.

Officers from the Orange County Sherrif’s Department were on patrol Tuesday when Deputy Josh Tolliver found a dog inside a partially flooded abandoned vehicle. Immediately Tolliver fell in love with the puppy and named it Dorian.

“She was wet and scared but otherwise fine,” the sheriff’s office wrote in a Facebook post.

Although details including the second dog’s breed and age were unknown, officers were trying to track down its owner, who may face charges for abandoning the pup depending on the circumstances.

Deputies planned to turn the puppy over to the Orange County Animal Services but Tolliver may not be ready to part ways with the animal just yet.

“The good news is if the owner doesn’t come forward, the deputy will adopt Dorian,” Sheriff John Mina said Wednesday at a news conference, according to the Orlando Sentinel.

Animal Services gave a home to 31 pets throughout the storm, according to the government of Orange County.

A man was shot Wednesday by California sheriff’s deputies responding to an incident in which he fought with one of them and tried to snatch her gun, investigators said.

The encounter unfolded just before 8:30 a.m. in Victorville, 85 miles northeast of Los Angeles.

The deputy was responding to a call in the area when she encountered the man.

Video footage captured the man appearing to attack the deputy before they both fell to the ground. The deputy had her gun in her right arm and fired two shots in the air while on her back.

Responding deputies arrived seconds later and more than a dozen shots rang out. Trees in the video obstructed the suspect.

Mara Rodriguez, a department spokeswoman, told The Victor Valley News the suspect was shot, taken to a hospital and later airlifted to a trauma center.

Calls to the sheriff’s department from Fox News were not immediately returned.

Navy orders ships, aircraft to leave Norfolk, Va., base ahead of Hurricane Dorian

The Navy on Wednesday went into overdrive to protect the world’s biggest naval base in Norfolk, Va., ahead of Hurricane Dorian.

The Navy sent more than 100 helicopters and airplanes inland and 20 ships to sea. Personnel filled10,500 sandbags to protect the flood-prone areas at Naval Station Norfolk, The Virginian-Pilot reported.

The base, which provided training during World War II, houses 149,000 personnel and provides facilities and installation services for the Navy, including some 75 ships and 134 aircraft, officials said.

WILD HORSES OF NORTH CAROLINA TO RIDE OUT HURRICANE WITH ‘BUTTS TO THE WIND’

The Navy estimated that 15,000-20,000 sailors were aboard the ships sent out to sea in advance of Dorian. A Dutch cruiser, HNLMS De Ruyter, was visiting the naval station when orders came to leave port.

Other preparations at the naval base included removing debris from drainage areas, fueling up emergency generators and preparing portable water supplies. In addition, sailors were urged not to leave their vehicles on base or near piers because of possible flooding.

Vice Adm. Andrew Lewis, the commander of the Norfolk-based Second Fleet, said officials have been monitoring the monster storm, which has been creeping up the southeastern coast and is expected to lash the region with destructive winds and storm surge.

The Category 2 storm, which ravaged the Bahamas with over a full day of deadly wind and rain, threatened to swamp low-lying regions from Georgia to southeastern Virginia. According to a flood chart posted by the National Weather Service, the storm could get dangerously close to Charleston, S.C., with a combined high tide and storm surge of 10.3 feet. The record, 12.5 feet, was set by Hurricane Hugo in 1989.

Duke Energy said Dorian could trigger in excess of 700,000 power outages in eastern regions of North Carolina and South Carolina, and Georgia Power said about 2,800 homes and businesses were already coping with the loss of electricity.

Fotis Dulos, the estranged husband of a Connecticut mother who vanished more than three months ago, was arrested for a second time on Wednesday in connection with the disappearance.

Connecticut State Police confirmed that Dulos was arrested at his home and added that details on the charges would be released later Wednesday. Fox61 and other outlets reported that Dulos would face an additional charge of tampering with evidence.

Dulos’ attorney, Norm Pattis, confirmed to Fox News that his client was in custody and being held at the state barracks in Bridgeport. Pattis said he was unsure whether Dulos was being charged with witness tampering or evidence tampering but expected to know more after visiting the suspect.

Jennifer Farber Dulos, 50, has not been seen since she dropped her children off at school on the morning of May 24. Her 2017 black Chevy Suburban was found near Waveny Park in New Canaan shortly after she was reported missing, with no sign of her.

Fotis Dulos, 51, and his girlfriend, Michelle Troconis, 44, were arrested in early June and pleaded not guilty to evidence tampering and hindering prosecution. They had been released on $500,000 bail and both have denied any involvement in Jennifer Dulos’ disappearance.

Dulos’ defense team had received dozens of CDs from prosecutors in late July that allegedly contained footage of a man resembling Dulos dumping bags of trash “which appeared to be stained with a substance consistent with the appearance of blood,” along Albany Avenue in Hartford beginning on the day his estranged wife disappeared, according to court documents.

Investigators spent weeks sifting through garbage and trash and reportedly uncovered bloody items of clothing, including a T-shirt and bra that Jennifer Dulos was wearing on the day she disappeared, as well as bloodied cleaning supplies such as sponges, according to The Hartford Courant.

Fotis and Jennifer Dulos were in the midst of a bitter divorce and custody battle over their children — three boys and two girls ranging in ages from 8 to 13.

In the wake of her disappearance, a judge granted Jennifer’s mother, Gloria Farber, custody of the couple’s children. Fotis Dulos, who was under GPS monitoring, was prohibited from having contact with the kids.

Farmers concerned over how mandatory water cuts from Colorado River will impact agriculture

Two western states are imposing mandatory water cuts because the Colorado River, which supplies water to 40 million people and about 5 million acres of land across seven states, has dropped to alarmingly low levels.

Nevada and Arizona, concerned that a 20-year drought has dried up much of the river, are trying to rein in water use in an effort to save the disappearing river.

The river’s water levels next year are projected to be just below the threshold of 1,090 feet laid out in the Drought Contingency Plan (DCP) that was signed earlier this year by Arizona, California, Colorado, Nevada, New Mexico, Utah, Wyoming and the U.S. government.

“It’s very significant in terms of looking at the Basin and internationally both the U.S. and Mexico,” said Greg Walch, general counsel for the Southern Nevada Water Authority. “The DCP cuts that you’re talking about collectively reduce the risk of Lake Mead falling to critically low elevations by more than two thirds locally.”

While officials from both Arizona and Nevada told Fox News they were anticipating the cutbacks and have planned accordingly, farmers say limiting water use could have a striking impact on their future.

“Starting in 2021 or maybe 2022 we could get big cutbacks and then 2023, and after we could have huge cutbacks where we lose all of our surface water,” said Dan Thelander, Tempe Farming Company partner. “So, it’s very concerning.”

Thelander, who has been farming in Pinal County, Ariz., since 1995, is keeping a watchful eye on the water levels over the next few years, hoping for a series of strong winters that will keep further restrictions from being implemented.

Under drought guidelines from the Central Arizona Project, farmers will see a 60 percent reduction, from 275,000 acre-feet to 105,000 acre-feet per year for the first three years, followed by a complete cutoff from the Colorado River, relying entirely on groundwater, according to the Arizona Republic.

“We’re already using a lot of groundwater but we won’t have enough water to irrigate all of our land,” Thelander told Fox News. “So there is going to be 30, 40, 50 percent of our land will not be planted due to not having enough water.”

The river is below the threshold level, but a strong winter could help elevate the water in Lake Mead. That could help the river recover from a decades-long drought.

The river was helped slightly by a snowy winter last year, but that wasn’t enough.

“We had a really great snowpack this past winter that’s helped the lake elevate as well as all the conservation measures,” Christi Vanover, public affairs officer for Lake Mead National Recreation Area, told Fox News. “So right now everyone’s kind of taking a sigh of relief as the water levels come up but we’re still concerned it’s going to take many good wet snow years before we fully recover from the 20-year drought.”

Vanover added that next year’s elevation level is “projected to be 20 feet higher than it was just three years ago when we were at our lowest elevation.”

Climate change has accounted for about half of the river’s lower runoff between 200-2014 in the Upper Basin, according to The Arizona Republic. The river’s flow has decreased by about 17 percent from 2000-2019 from the 20th-century average, the paper said.

Officials have implemented several conservation efforts to help maintain the current levels.

“Water use in Arizona today is about what it was in the ’50s even though our population has probably tripled since then,” said Chuck Cullom, Colorado River programs manager for the Central Arizona Project. “What we’ve been able to do is to increase water efficiency both outdoor water use and indoor water use and irrigated agriculture. We’re recycling more of our water, we’re conserving more so we’re getting more benefit from the same drop of water than we did 50 years ago.”

Like Arizona, officials in Nevada have implemented seasonal water restrictions, employed water enforcers to find where water is being misused and conducted a “smart landscaping program where we have purchased enough grass from our community to roll an 18-inch-wide roll of sod almost all the way around the earth,” Walch said.

“That kind of effort over the past 20 years has yielded unbelievable results. Our population has grown by more than 46 percent, more than 800,000 people and our overall water consumption is down more than 25 percent,” he added.

Still, officials recognize more still needs to be done to ensure the world’s most precious resource won’t dry up.

“Twenty years ago it was essentially full. Now it’s about 40 percent full. We’re grateful that we’ve had a big snowpack here in the system and the Colorado River is more than 50 percent of capacity, but we all recognize that that’s a temporary positive outcome as we look into the future and see looming impacts of climate change,” Cullum said.

As for Thelander, because Lake Mead is overallocated by about 1.5 million acre-feet in the Lower Basin and agriculture is a low priority, he said the only thing he can do is drill more wells.

“If we lose that much water — when that does happen — there will be some farms that go out of business and other larger farmers will get the remaining land of the small farmer that couldn’t make it,” Thelander said. “It’s going to be a tug-of-war to see who can stay and who gets pushed out,” adding that as water becomes scarcer farmers will need to think of innovative ways to grow crops.

Drivers in Oklahoma are being asked to slow down on wet roadways after officials released dramatic dashcam video of an SUV losing control and slamming its U-Haul trailer into two firefighters responding at the scene of a crash.

The two men with the Stringtown Fire Department were standing on the side of the road when the oncoming vehicle appeared to hydroplane, shows video posted by the Oklahoma Highway Patrol. The spinning SUV struck the side of a parked first responder vehicle on the shoulder, causing the trailer to whip around and smash into the two men.

The firefighter facing the out-of-control vehicle appeared to raise his arms in an attempt to push the other man out of the way before the trailer sent them flying several feet away.

The firefighters “miraculously” suffered no broken bones and walked away with only bruises, authorities wrote on Facebook.

“This is a graphic reminder to slow down, especially when roads are slick and you see flashing lights,” the police said.

Oklahoma’s “Move Over” law requires drivers approaching emergency and law enforcement vehicles to move over to another lane or slow down to “a safe speed,” dependent on existing road condition.

A 43-year-old man from Brooklyn, N.Y., who allegedly became an ISIS sniper and then a high-ranking emir in the terror organization has been indicted for aiding the group in Syria, Department of Justice officials announced Wednesday.

Ruslan Maratovich Asainov, a naturalized U.S. citizen born in Kazakhstan, was charged with conspiracy to provide and providing material support to ISIS, including weapons training for recruits and advising the militant group, the statement said. He was also charged with obstruction of justice.

NEW YORK MAN ACCUSED OF PLOTTING ISIS-INSPIRED TERROR ATTACK IN QUEENS

Asainov allegedly traveled to Istanbul, Turkey in late 2013 and crossed the border into Syria, where he joined the terrorist organization. He rose through the ranks and became an “emir,” overseeing the training of other ISIS recruits in the use of weapons, according to prosecutors.

He is also accused of attempting to entice an informant working with the NYPD’s intelligence division to join ISIS in Syria. Asainov told the informant he’d help get him a job, housing, food and $50 a month, according to a complaint unsealed in Brooklyn federal court in July.

In March 2015 he requested $2,800 from an informant to purchase a rifle scope, sending photographs, boasting about the group’s barbarity and declaring his wish to die on the battlefield. Instead, he was later detained by the U.S-backed Syrian Democratic Forces.

Asainov, also known as “Suleiman Al-Amriki” and “Suleiman Al-Kazakhi,” was transferred into FBI custody in July.

He faces a maximum sentence of life in prison if convicted. His will be arraigned at a later date.

Category 2 Hurricane Dorian’s outer bands hit Florida coast with torrential rains, tropical-storm-force winds

Torrential rains and tropical-storm-force winds lashed central Florida’s east coast early Wednesday morning as weakened Category 2 Hurricane Dorian moved north toward the eastern seaboard, according to forecasts.

The 105 mph winds extend up to 175 miles from the eye of the storm, The Weather Channel reported.

HURRICANE DORIAN’S PATH: WHAT YOU NEED TO KNOW

Dorian is heading north northeast at about eight miles an hour nearly parallel to the coast about 100 miles east of Daytona Beach, according to WESH-TV.

A flood advisory was in effect for parts of Orange, Lake and Volusia counties Wednesday morning, according to the Orlando Sentinel. 

“A tornado or two are possible near the immediate east coast of Florida during the next several hours,” a 2 a.m. update from the National Hurricane Center reported.

Officials urged over two million people in Florida, Georgia and North and South Carolina to evacuate. Dorian is expected to come close to making landfall in Georgia and South Carolina on Thursday or Friday and could reach North Carolina and southeastern Virginia by the end of the week, The Weather Channel reported.

Severe flooding is expected to occur even if the storm doesn’t make landfall.

The storm left more than 1,600 customers without power in Brevard County and Cocoa Beach Wednesday morning.

Dorian’s death toll rose to seven Tuesday after the hurricane battered the Bahamas for two days.

The Bahamas Prime Minister Hubert Minnis said the Category 5 Dorian was the worst hurricane to ever hit the archipelago.
