The bankrupt construction company that built the deadly Florida International University Bridge, leading to the deaths of six people, would pay up to $42 million to victims and their families in a tentative deal with insurers.

Magnum Construction Management made a deal with the insurance companies following a year of complex litigation involving survivors of the six victims who died in the collapse on March 15, 2018, as well as eight injured survivors.

According to the South Florida Business Journal, the settlement was filed Tuesday in federal bankruptcy court and still requires a judge’s approval. The company itself filed for bankruptcy earlier this year.

“I hope this is the first major step in getting closure for these families that desperately need it,” attorney Alan Goldfarb, representing the family of Alexa Duran, a student who died after the bridge collapse, told the Miami Herald. “It’s terrible what they are going through. The court case has become a second punishment.”

NEW PHOTOS SHOW LARGER CRACKS IN MIAMI BRIDGE BEFORE DEADLY COLLAPSE

The probe into the exact causes of the collapse remains active, while a report released in November said there were design flaws that overestimated the strength of a critical section in the bridge. Cracks were documented in the weeks before the collapse, but investigators have not blamed those errors for the collapse.

In addition, according to the Herald, the construction company built the bridge but didn’t design it. The construction mistakes don’t appear to be responsible for the deadly collapse.

At least 20 other entities are being sued by the victims, though they will have to settle individually.

Man accused of ‘heinous’ child abuse is hospitalized after found hanging in jail cell: reports

An inmate who had been jailed on suspicion of “heinous” abuse of a child in Florida was rushed to a hospital Wednesday night after authorities found him hanging in his cell, according to reports.

The suspect, identified as Andrew Ross-Celaius, 37, was still alive late Thursday, WEAR-TV of Pensacola reported.

Local media accounts say Ross-Celaius was recently accused of horrifying treatment of his girlfriend’s 2-year-old daughter by the Escambia County Sheriff’s Office and the State Attorney’s Office.

TENNESSEE TEACHER ARRESTED AFTER ALLEGEDLY DRAGGING CHILD BY ANKLES DOWN HALLWAY

The suspect is alleged to have burned the child with a blow torch, thrown bottles of milk at her and shot her with an airsoft gun, among other accusations. He also allegedly shocked the child with an electric dog collar, the Pensacola News Journal reported.

Authorities say some of the alleged abuse was captured on video, with Ross-Celaius wearing a werewolf mask to further torment the child.

“The level of terror that this child was put through, our abuser would wear a mask, a werewolf mask and the collar that the chief described is a tasing collar for dogs,” Escambia County Sheriff David Morgan said at a news conference Wednesday. “If you want to think of something you could do to a child to terrorize her, this child lived through that.”

The abuse was reportedly discovered when the child’s mother brought the girl to an emergency room, thinking the girl had signs of ringworm on her body. But medical staff informed her instead that her daughter had been burned.

The girl’s mother, identified as Maranda Lyn Mixson, 28, is facing child neglect charges, WKRG-TV of Mobile, Ala., reported.

“Throw her in prison,” Mixson’s stepfather, James Clay, told WEAR. He told the station he feared that Mixson would receive a plea deal and end up not serving prison time.

Ross-Celaius has been charged with probation violation, possession of a weapon, marijuana possession, drug equipment, drugs-health-safety, drug possession, aggravated child abuse (six counts), child abuse (four counts) and possession of a controlled substance (three counts), according to the sheriff’s office.

A second suspect, identified as Eric Furnans, 36, has been charged with destroying evidence in connection with the case, the sheriff’s office said.

Morgan said investigators are working to determine if any of the videos had been shared with others over the internet.

Court records show that Ross-Celaius was charged in the slaying of a 6-year-old girl in 2006 but was acquitted, WEAR reported.

A U.S.-based program to train Afghan attack pilots has shuttered after nearly half of trainees went absent without leave, or AWOL, resulting in only one graduating class, according to a government report released this week.

The program taught Afghan Air Force pilots to fly the AC-208 light attack combat aircraft. It was disbanded after more than 40 percent of those enrolled left in the middle of training, the Special Inspector General for Afghanistan Reconstruction said in its quarterly report.

AFGHAN-AMERICAN FEMALE PILOT SEEKS TO INSPIRE YOUNG WOMEN

“Those students that did not go AWOL were pulled back to Afghanistan to complete their training: as a result, only one class graduated from the U.S.-based program,” the report stated. The remaining classes will finish their training in Afghanistan.

The pilots were trained at Meacham Airport in Fort Worth, Texas by advisers called the Train Advise Assist Command-Air. The instructors are part of NATO’s Resolute Support mission in Afghanistan.

SIGAR did not indicate whether the AWOL pilots were found. Foreign trainees going AWOL is not uncommon. Nearly half of all foreign military trainees — 152 out of 320 — gone AWOL since 2005 were from Afghanistan, SIGAR reported in 2017. Some claim asylum after being apprehended, according to the Times.

A funeral was held this week for a Korean War veteran nearly 70 years following his death in a prisoner-of-war camp after he was captured during the war.

The family of U.S. Army Sgt. Frank J. Suliman was able to hold funeral services in New Jersey on Tuesday after his remains were retrieved by the U.S. government as part of President Trump’s agreement with North Korea that provided 55 boxes containing the remains of 55 American soldiers who were missing in action.

The soldier’s two sisters, who are the only surviving members of his family, said they learned earlier this year that their brother’s remains were identified by the authorities and they were thankful he could finally receive a proper burial.

“The last thing I received from him was a letter and the ending of it was, ‘I’ll be home for Christmas.’ And he came home. Not the way he expected. But anyway, he’s home,” says Suliman’s sister, Olga Anderson, told News 12 New Jersey.

Suliman died in the war when he was just 21 years old after he was captured by enemy forces and held captive.

He was a member of Headquarters and Headquarters Company, 9th Infantry Regiment, 2nd Infantry Division, fighting against members of the Chinese People’s Volunteer Forces in North Korea, according to a Defense POW/MIA Accounting Agency statement.

On Dec. 1, 1950, a convoy of trucks Suliman was riding in was stopped and the soldiers were told to flee the vehicles and start walking.

Good morning and welcome to Fox News First. Here’s what you need to know today…

Trump tells Dems ‘it’s over,’ says McGahn won’t testify, hits Biden’s ‘very dumb statement’ in Fox News interview
President Trump told Fox News in an exclusive wide-ranging interview Thursday evening that the White House has lost patience with congressional Democrats, and forcefully dismissed their efforts to subpoena former White House counsel Don McGahn and other administration officials to testify.

“They’ve testified for many hours, all of them. I would say, it’s done,” Trump told Fox News’ Chief Intelligence Correspondent Catherine Herridge. “Nobody has ever done what I’ve done. I’ve given total transparency. It’s never happened before like this. They shouldn’t be looking anymore. It’s done.”

Attorney General Bill Barr made the right call in deciding not to appear before the House Judiciary Committee on Thursday, Trump said, following his testimony Wednesday in the Senate. House Democrats had insisted that committee counsel, rather than members of Congress, question Barr.

Ukraine embassy says DNC operative reached out for dirt on Trump in 2016
Ukraine’s embassy wrote that a Democratic National Committee (DNC) insider reached out in 2016 seeking dirt on then-candidate Donald Trump’s team, according to a bombshell new report Thursday that further fueled Republican allegations that Democrats were the ones improperly colluding with foreign agents during the campaign. Ambassador Valeriy Chaly said DNC contractor Alexandra Chalupa pushed for Ukraine’s then-President Petro Poroshenko to mention Paul Manafort’s ties to Ukraine publicly during a visit to the U.S., and sought detailed financial information on his dealings in the country, the Hill reported. At the time, Manafort was Trump’s campaign chairman.

Alabama Dem attacks Trump Jr. with slur after abortion comments spark outcry
The Democrat from Alabama who sparked outrage with his remarks defending abortion attacked Donald Trump Jr., saying he’s “proof” that mothers should have the right to abort their children. State Rep. Florida Legislature passes GOP ban on sanctuary-city policies; DeSantis expected to sign into law
The Florida Legislature passed a high-profile Republican bill on Thursday banning sanctuary policies that protect undocumented immigrants and requiring law enforcement officials to cooperate with federal immigration authorities. The bill passed the House on a 68-45 vote with Democrats opposed, shortly after it cleared the Senate by a 22-18 mostly party-line vote, as the Sarasota Herald-Tribune reported. Gov. Ron DeSantis has supported the measure and is expected to sign it into law.

Another conflict of interest pops up in Kim Foxx’s handling of Jussie Smollett case
The Cook County, Ill., judge set to decide whether a special prosecutor should be appointed to investigate why charges were dropped against “Empire” actor Jussie Smollett has a son who works in the state’s attorney’s office. The news sets up another potential conflict of interest for State’s Attorney Kim Foxx’s office and its handling of the controversial case. Judge Leroy Martin Jr. addressed a petition Thursday filed by retired Appellate Judge Sheila O’Brien to recuse himself and assign the case to a judge outside Cook County. Martin’s son, Leroy Martin III, is an assistant state’s attorney who has worked under Foxx for more than a year. He was hired in April 2018.

Video from an altercation inside a Florida high school on Thursday shows a student kneeing and then kicking a police officer, both times in the officer’s face, while the officer is apprehending another student.

The student doing the kicking was identified as Shardae Yvonne Pittman, 18, who was charged with battery on a law enforcement officer and interfering at an educational institution, the Miami Herald reported. She was being held at Miami-Dade County’s Turner Guilford Knight Correctional Center on a $5,500 bond, the report said.

Cellphone video of the officer being kicked was posted on a private Instagram account by a user with the handle @onlyindade.

At the time of the incident, the police officer was arresting a 17-year-old girl who was allegedly involved in a cafeteria fight, the newspaper reported. As a result of the kicks from the 18-year-old, the officer suffered a cut lip and abrasions, the report said.

“It is a shame that while this officer was attempting to break up a fight and maintain a safe learning environment, this adult student acted in a cowardly way rather than fall in line with MDCPS values,” Miami-Dade Schools Police Chief Edwin Lopez wrote on Twitter.

The school district also issued a statement:

“Any behavior that endangers the well-being of students and staff at Miami-Dade County Public Schools will not be tolerated, will be handled swiftly, and result in severe consequences.  When that behavior involves battery on a police officer, as it did today, offenders will be arrested and prosecuted to the full extent of the law.  Students will also be disciplined according to the Code of Student Conduct, up to, and including, expulsion.”

The 17-year-old who was being arrested at the time was charged with resisting arrest with violence, but was later released, Fox affiliate WSVN of Miami reported.

The teen’s mother told WSVN that she shouldn’t have been charged at all. She claimed that two students “jumped” her daughter, sparking a melee.

“She’s the victim. Of course she’s the victim,” parent Sharnelle Lee said about her daughter. “They just charged her with resisting arrest with officer. She never did anything to the officer. I asked the officer to show me the video. The video was never shown to me. Two girls jumped my daughter, so apparently, she was defending herself.”

Dozens of downtown Los Angeles residents on Thursday demanded lawmakers increase the police presence in the area in response to assaults, drug sales and harassment in the area.

The DTLA Strong neighborhood group submitted a petition with more than 1,700 signatures to the City Council’s Budget and Finance Committee requesting additional Los Angeles Police Department foot patrols on major streets and an analysis of crime downtown, the Los Angeles Times reported.

The request comes as the region grapples with an increased homeless population.

“Everyone living, working in, or visiting downtown has noticed the rapidly deteriorating conditions,” downtown resident Catherine Tomiczek told the committee. She said a friend was beaten and robbed on the street and a neighbor was stabbed in her building.

Councilman Paul Krekorian, who heads the committee, said he would request the information sought by the group. Major crimes downtown increased 6.7 percent this year compared with the same period in 2018, according to LAPD crime data through April 13.

Downtown workers and business owners said during the day-long meeting they feel less safe. Transportation planner Tyler Lindberg said he’s been assaulted, spat upon and threatened by random passersby.

“I know friends who can’t wait till their lease is up so they can move out of downtown,” he told the committee.

Los Angeles Police Chief Michael Moore said the division that covers downtown has 414 sworn officers, up from 404 in 2016. He acknowledged that the area has seen an uptick in population, including many homeless.

“I don’t think downtown Los Angeles is getting less safe,” he told the Times. “I think that downtown Los Angeles, like much of the rest of the city, is in one of the safest times in its existence. However, there are still challenges … relative to homelessness, relative to street crime.”
