Man falls from cliff into Kilauea volcano’s caldera, officials say

A man visiting Hawaii’s Kīlauea volcano this week was left “seriously injured” after falling from a cliff into the volcano’s caldera, officials said Wednesday.

Responders from the Hawai‘i County Fire Department and Hawai‘i Volcanoes National Park rangers were ultimately able to rescue the unidentified individual, who witnesses said had “lost his footing and fell from a 300 foot cliff at Kīlauea caldera” around 6:30 p.m., according to a news release from Hawaii Volcanoes National Park.

“The man had just climbed over a permanent metal railing at the Steaming Bluff overlook to get closer to the cliff edge,” park officials said.

A search for the fallen man ensued and resulted in his rescue more than two hours later, according to the news release. He was found “on a narrow ledge about 70 feet down from the cliff edge,” officials said. He was airlifted to receive medical treatment.

Officials issued a stern warning about the hazards of bypassing safety barriers, saying the results could be fatal.

“Visitors should never cross safety barriers, especially around dangerous and destabilized cliff edges,” Chief Ranger John Broward said. “Crossing safety barriers and entering closed areas can result in serious injuries and death.”

The United States Geological Survey defines a caldera on their website as “a large basin-shaped volcanic depression” that is “commonly formed when magma is withdrawn or erupted from a shallow underground magma reservoir.”

A swarm of bees was found covering part of a car in Virginia this week, prompting the response of the local fire department who happened to have a “hobbyist beekeeper” in their midst, officials said Wednesday.

The Fairfax County Fire and Rescue Department shed light on the situation that unfolded a day earlier, tweeting that sometimes the group gets reports when the public “can’t think of who else to call.”

That’s what happened when a call came in Tuesday to Station 23, West Annandale, C-Shift from someone who said “a bunch of bees” had assembled on a car, Captain David Weand explained in a news release.

Weand, a self-described bee aficionado, said he fielded the report.

“We went to check on it and confirmed it was a swarm that had used this car as a resting point waiting for their scouts to find them a new home,” he said, adding that the building manager reached out for someone to “collect” the bees.

“This allows the bees to be captured and saved rather than killed,” he continued.

Weand went on to explain that bee swarms such as this are typically “docile” and won’t “sting you.”

“They are full of honey and saving their energy to build a new home,” he said. “Bees will follow the pheromones of their queen and make a ball around her.”

A woman in Maryland made a generous gift to a group of teens she apparently didn’t know, paying for the Clarksburg High School students’ dinner on prom night.

The woman had noticed that her usual server wasn’t assigned to her table at the restaurant where she was eating, one of the students, Therese de Leon, told Fox 5. “She asked him which tables he had that night but said we were his only table. She told him that we looked absolutely stunning and offered to pay for our dinner– anything we wanted.”

The kids were shocked, and couldn’t wait to thank her.

She posted a group picture of her friends and the woman on Twitter.

De Leon added: “It was refreshing and enlightening to know that there are still kind-hearted people out there. All over Twitter my friends and I have read about people like this woman who are generous and are genuinely kind to regular people like us. We never would have thought we would be able to experience generosity of this scale.”

Mississippi man gets prison time in church arson

A Mississippi man who in 2016 burned down a historically black church — the same place that had once been vandalized with political graffiti — was sentenced to 10 years in prison on Thursday.

Circuit Judge Margaret Carey-McCray ordered that 47-year-old Andrew McClinton serve a decade behind bars, and also get 10 years of supervision following his release, for burning down Hopewell Missionary Baptist Church just a week before the 2016 presidential election.

McClinton pleaded guilty in March to arson charges, but denied vandalizing the church with the spray-painted phrase “Vote Trump.”

Washington County District Attorney Dewayne Richardson told The Associated Press that McClinton gave investigators varying accounts of setting the fire but never claimed responsibility for the graffiti.

Some initially suspected the fire was a hate crime, but Richardson said McClinton was trying to hide illicit activities inside the church. The night the church was burned, the members had planned to gather and McClinton believed they were going to disclose those activities, Richardson added.

McClinton was a member of the 200-person congregation. The church, originally built in in 1905, was devastated with the exception of some walls. The remaining features were torn down and a new structure was built in its place.

Authorities in Maine have identified the first-grade student who was killed Wednesday after being run over by a school bus while riding his bicycle.

The Rumford Police Department said Thursday that  6-year-old Jayce Holt was killed when he was accidentally run over by a school bus driven by Stephen Arsenault, 51.

Holt was riding his bicycle on the sidewalk, northbound on the west side of Waldo Street, when police say he began to interact “in some way” with one of the four people on the passing school bus, The Press Herald reported.

The boy, who was not wearing a helmet at the time, entered the crosswalk, unaware that the bus had also made a left turn into his path. Not having enough time to react, Holt and his bike were run over by the left rear tires.

Investigators say that Arsenault, who has maintained a pristine driving record for the last 10 years, has fully cooperated with them and there appeared to be no early indication that he was at fault, The Press Herald reported.

Rumford Elementary, where Holt was a student, confirmed his death in a Facebook post on Wednesday.

“It is with great sadness that I let you know that one of our students passed away this afternoon after an accident. We know that the days ahead will be difficult for our entire community,” Principal Jill Bartash’s statement read.

The Air Force is raising its cost estimate to $420 million to repair and rebuild at Nebraska’s Offutt Air Force Base following severe flooding that forced officials to scramble to save munitions and move aircraft to higher ground.

More than 130 structures were damaged by the Missouri River flooding at the base that houses the U.S. military’s Strategic Command. Roughly 60 of those structures were damaged beyond repair and will need to be demolished, said John Henderson, assistant secretary of the Air Force for installations, environment and energy.

“It wasn’t just the water, it was what was in the water,” Henderson told the Omaha World-Herald. The floodwaters ran as deep as 9 feet (2.7 meters) in some places and left behind a toxic sludge at the base.

The latest estimate is $70 million more than the initial estimate issued last month as part of the Air Force’s $4.9 billion federal funding request for disaster relief. The call for emergency funding would also cover damage from Hurricane Michael nearly leveling Tyndall Air Force Base in Florida last fall.

Henderson said $300 million would be designated to design and build new structures at the Offutt Air Force Base, while $120 million will go toward cleanup and the repair of structures that can be saved.

Most of the new facilities will be built on higher ground, if possible, Henderson said.

The two levees protecting Offutt that were overwhelmed by floodwaters this spring are slated to be raised through a $30 million project by the Papio-Missouri River Natural Resources District.

Henderson said it’s important for the two-year project to move forward. Construction was expected to begin this spring, but it’s been pushed back because of flood damage to the levees.

John Winkler, the district’s general manager, said they’re working with the Army Corps of Engineers to assess the damage. Winkler said crews will need dry weather and lowered river water levels to get started.

A former federal prison guard is facing criminal charges for allegedly beating an inmate at an East Texas facility and then falsifying a report about it.

A federal grand jury indicted Tavoris Bottley Wednesday with deprivation of rights and falsification of records over a 2017 incident at a prison complex in Beaumont.

The indictment says Bottley repeatedly punched an inmate in the head and then omitted that fact from a report, instead writing the inmate tried to assault staff.

Christopher Boss, president of the correctional officer’s union at Beaumont, says that Bottley resigned a couple months ago. An attorney for the 33-year-old former guard did not immediately respond to a request for comment.

A Bureau of Prisons spokesman said the agency could not provide any immediate comment Thursday afternoon.

A judge is keeping secret the names of jurors who convicted a Minneapolis police officer this week in the shooting of an unarmed woman.

Judge Kathryn Quaintance cited the possibility of unwanted publicity and harassment in an order Thursday that keeps the jurors’ identification sealed for 90 more days.

The jury on Tuesday convicted Mohamed Noor of murder and manslaughter in the 2017 death of Justine Ruszczyk Damond. She was shot when she approached Noor’s squad car minutes after calling 911 to report a possible rape behind her home.

Quaintance had cited the same factors when she ordered a confidential jury when trial began a month ago.

She said jurors can identify themselves if they choose. She said she would reconsider the sealing in 90 days.

Texas moved closer this week to allowing unlicensed gun owners to carry firearms in public following a disaster.

The Texas House has approved a measure that lets gun owners carry their weapons in the open, or concealed, for a week after a government declaration of a disaster. The vote was 102-29.

The next step will be a state Senate hearing, the San Antonio Express-News reported.

“I don’t want someone to feel like they have to leave their firearms back in an unsecured home for a week or longer, and we all know how looting occurs in storms,” said the bill’s sponsor, Rep. Dade Phelan, a Republican. “Entire neighborhoods are empty and these people can just go shopping, and one of the things they’re looking for is firearms.”

Critics of the bill, which will take effect in September if the Senate approves it, say that rather than ensuring safety, allowing unlicensed handgun owners to carry in public would only add to the chaos surrounding a disaster.

“It’s permitless carry in an emergency, and that phrase should bring fear to all of us,” said Gyl Switzer, executive director of Texas Gun Sense, according to the Express-News.

Rep. Gina Calanni, a Democrat who opposes the bill, agreed.

“The way that bill was written puts emergency shelters at risk for liabilities and having to determine who can have a gun and can’t have a gun,” Calanni said, according to the newspaper. “I think we just want to be really careful when we’re bringing guns into any situation, that we are being conscious of everyone involved.”

Phelan maintains that shelter operators would have discretion over whether to allow people to bring in weapons, and how those weapons would be stored.

The newspaper noted that Florida allows unlicensed handgun owners to carry them during mandatory evacuations.

“I think one day constitutional carry will be in that vein, where it’s not a big deal,” Phelan said. “I think we’ll get there one day, but it takes small steps like this to prove to people that law-abiding citizens are just fine carrying a firearm.”
