Louisiana State Police say off-duty troopers working at a horse racing track have arrested a man accused of homicide years ago in Mexico.

Trooper Derek Senegal said in a news release Friday that 27-year-old Jose Alfredo Rivera Hernandez, known as “Boots,” was arrested Thursday behind Delta Downs Racetrack in Vinton.

Senegal says Interpol put out a notice for his arrest in 2017, notifying authorities that he frequents horse racing tracks.

He says troopers and U.S. homeland security agents conducted surveillance at tracks throughout Louisiana in April 2017 but didn’t find Rivera Hernandez.

Senegal says he’s now jailed in Calcasieu (KAL-kuh-shoo) Parish and awaiting extradition.

Senegal said in an email that he did not know Rivera Hernandez’s hometown or any details about the killing in Mexico.

VP Pence visit Louisiana black church torched by arsonist

Speaking in front of the remains of an African American church in Louisiana torched by an arsonist, Vice President Mike Pence says attacks on communities of faith have become “all too frequent.”

Pence was meeting with parishioners and pastors of the three churches that were burned in March and April. He spoke Friday at Mount Pleasant Baptist Church in Opelousas.

He praised the church members for their response to the blazes — particularly the forgiveness offered to the man accused of setting the blazes — and said their faith and courage has inspired the nation.

A local sheriff’s deputy’s 21-year-old son, Holden Matthews, has been charged with offenses including arson in burnings. He has pleaded not guilty.

A crowdfunding campaign for the churches’ restoration has raised more than $2.1 million.

Man accused of ‘heinous’ child abuse is hospitalized after found hanging in jail cell: reports

An inmate who had been jailed on suspicion of “heinous” abuse of a child in Florida was rushed to a hospital Wednesday night after authorities found him hanging in his cell, according to reports.

The suspect, identified as Andrew Ross-Celaius, 37, was still alive late Thursday, WEAR-TV of Pensacola reported.

Local media accounts say Ross-Celaius was recently accused of horrifying treatment of his girlfriend’s 2-year-old daughter by the Escambia County Sheriff’s Office and the State Attorney’s Office.

The suspect is alleged to have burned the child with a blow torch, thrown bottles of milk at her and shot her with an airsoft gun, among other accusations. He also allegedly shocked the child with an electric dog collar, the Pensacola News Journal reported.

Authorities say some of the alleged abuse was captured on video, with Ross-Celaius wearing a werewolf mask to further torment the child.

“The level of terror that this child was put through, our abuser would wear a mask, a werewolf mask and the collar that the chief described is a tasing collar for dogs,” Escambia County Sheriff David Morgan said at a news conference Wednesday. “If you want to think of something you could do to a child to terrorize her, this child lived through that.”

The abuse was reportedly discovered when the child’s mother brought the girl to an emergency room, thinking the girl had signs of ringworm on her body. But medical staff informed her instead that her daughter had been burned.

The girl’s mother, identified as Maranda Lyn Mixson, 28, is facing child neglect charges, WKRG-TV of Mobile, Ala., reported.

“Throw her in prison,” Mixson’s stepfather, James Clay, told WEAR. He told the station he feared that Mixson would receive a plea deal and end up not serving prison time.

Ross-Celaius has been charged with probation violation, possession of a weapon, marijuana possession, drug equipment, drugs-health-safety, drug possession, aggravated child abuse (six counts), child abuse (four counts) and possession of a controlled substance (three counts), according to the sheriff’s office.

A second suspect, identified as Eric Furnans, 36, has been charged with destroying evidence in connection with the case, the sheriff’s office said.

Morgan said investigators are working to determine if any of the videos had been shared with others over the internet.

Court records show that Ross-Celaius was charged in the slaying of a 6-year-old girl in 2006 but was acquitted, WEAR reported.

Video from an altercation inside a Florida high school on Thursday shows a student kneeing and then kicking a police officer, both times in the officer’s face, while the officer is apprehending another student.

The student doing the kicking was identified as Shardae Yvonne Pittman, 18, who was charged with battery on a law enforcement officer and interfering at an educational institution, the Miami Herald reported. She was being held at Miami-Dade County’s Turner Guilford Knight Correctional Center on a $5,500 bond, the report said.

Cellphone video of the officer being kicked was posted on a private Instagram account by a user with the handle @onlyindade.

MAN WHO BIT HOLE IN POLICE OFFICER’S EAR SENTENCED TO 13 YEARS IN JAIL

At the time of the incident, the police officer was arresting a 17-year-old girl who was allegedly involved in a cafeteria fight, the newspaper reported. As a result of the kicks from the 18-year-old, the officer suffered a cut lip and abrasions, the report said.

“It is a shame that while this officer was attempting to break up a fight and maintain a safe learning environment, this adult student acted in a cowardly way rather than fall in line with MDCPS values,” Miami-Dade Schools Police Chief Edwin Lopez wrote on Twitter.

The school district also issued a statement:

“Any behavior that endangers the well-being of students and staff at Miami-Dade County Public Schools will not be tolerated, will be handled swiftly, and result in severe consequences.  When that behavior involves battery on a police officer, as it did today, offenders will be arrested and prosecuted to the full extent of the law.  Students will also be disciplined according to the Code of Student Conduct, up to, and including, expulsion.”

The 17-year-old who was being arrested at the time was charged with resisting arrest with violence, but was later released, Fox affiliate WSVN of Miami reported.

The teen’s mother told WSVN that she shouldn’t have been charged at all. She claimed that two students “jumped” her daughter, sparking a melee.

“She’s the victim. Of course she’s the victim,” parent Sharnelle Lee said about her daughter. “They just charged her with resisting arrest with officer. She never did anything to the officer. I asked the officer to show me the video. The video was never shown to me. Two girls jumped my daughter, so apparently, she was defending herself.”

Federal prison guard indicted for beating inmate in Texas

A former federal prison guard is facing criminal charges for allegedly beating an inmate at an East Texas facility and then falsifying a report about it.

A federal grand jury indicted Tavoris Bottley Wednesday with deprivation of rights and falsification of records over a 2017 incident at a prison complex in Beaumont.

The indictment says Bottley repeatedly punched an inmate in the head and then omitted that fact from a report, instead writing the inmate tried to assault staff.

Christopher Boss, president of the correctional officer’s union at Beaumont, says that Bottley resigned a couple months ago. An attorney for the 33-year-old former guard did not immediately respond to a request for comment.

A Bureau of Prisons spokesman said the agency could not provide any immediate comment Thursday afternoon.

A judge is keeping secret the names of jurors who convicted a Minneapolis police officer this week in the shooting of an unarmed woman.

Judge Kathryn Quaintance cited the possibility of unwanted publicity and harassment in an order Thursday that keeps the jurors’ identification sealed for 90 more days.

The jury on Tuesday convicted Mohamed Noor of murder and manslaughter in the 2017 death of Justine Ruszczyk Damond. She was shot when she approached Noor’s squad car minutes after calling 911 to report a possible rape behind her home.

Quaintance had cited the same factors when she ordered a confidential jury when trial began a month ago.

She said jurors can identify themselves if they choose. She said she would reconsider the sealing in 90 days.

The Latest on the fatal shooting of a naked teenager by police in Edmond, Oklahoma (all times local):

3:30 p.m.

A Black Lives Matter leader in Oklahoma City says this week’s fatal shooting of a naked, unarmed teenager shows an “inherent fear of people of color.”

Police in the Oklahoma City suburb of Edmond shot and killed the black, 17-year-old Isaiah Mark Lewis on Monday inside a home they say he had broken into.

The Rev. T. Sheri Dickerson, executive director of the Oklahoma City chapter of Black Lives Matter, says the organization is pushing for more training for officers to recognize inherent biases against black people and for dealing with anyone having a mental episode.

Dickerson said Thursday she did not know Lewis’ immediate family, but the fact that he was running naked in public shows there were “definitely some cognitive issues.”

Edmond police say Lewis fought the officers, who first used a stun gun and then a handgun.

11:20 a.m.

Police in an Oklahoma City suburb have yet to interview two officers involved in the fatal shooting of an unarmed teenager who was naked and had broken into a home.

Edmond police spokeswoman Jenny Wagnon said Thursday that investigators are working with attorneys for Sgt. Milo Box and Officer Denton Scherman to arrange interviews.

Wagnon says the two officers followed 17-year-old Isaiah Mark Lewis into the home Monday and at least one fired multiple times after a struggle with the teen and a stun gun failed to subdue him.

Vicki Lewis, the teen’s mother, said Wednesday during a press conference broadcast on the Oklahoma City Black Lives Matter Facebook page that she wants more answers about her son’s death.

The mother of an unarmed teenager who was naked when police in Oklahoma fatally shot him says she wants more answers about her son’s death.

Vicki Lewis says the only time she has heard from police in the Oklahoma City suburb of Edmond was when they told her that her 17-year-old child was dead.

Isaiah Mark Lewis died Monday from an unknown number of gunshot wounds.

Edmond police spokeswoman Jenny Wagnon said two officers followed him when he broke into a house. Wagnon says Lewis fought the officers, who deployed a stun gun to subdue him. When that failed, at least one officer fired a handgun

Vicki Lewis said Wednesday during a press conference broadcast on the Oklahoma City Black Lives Matter Facebook page that the truth must come out.
