Navy orders ships, aircraft to leave Norfolk, Va., base ahead of Hurricane Dorian

The Navy on Wednesday went into overdrive to protect the world’s biggest naval base in Norfolk, Va., ahead of Hurricane Dorian.

The Navy sent more than 100 helicopters and airplanes inland and 20 ships to sea. Personnel filled10,500 sandbags to protect the flood-prone areas at Naval Station Norfolk, The Virginian-Pilot reported.

The base, which provided training during World War II, houses 149,000 personnel and provides facilities and installation services for the Navy, including some 75 ships and 134 aircraft, officials said.

WILD HORSES OF NORTH CAROLINA TO RIDE OUT HURRICANE WITH ‘BUTTS TO THE WIND’

The Navy estimated that 15,000-20,000 sailors were aboard the ships sent out to sea in advance of Dorian. A Dutch cruiser, HNLMS De Ruyter, was visiting the naval station when orders came to leave port.

Other preparations at the naval base included removing debris from drainage areas, fueling up emergency generators and preparing portable water supplies. In addition, sailors were urged not to leave their vehicles on base or near piers because of possible flooding.

Vice Adm. Andrew Lewis, the commander of the Norfolk-based Second Fleet, said officials have been monitoring the monster storm, which has been creeping up the southeastern coast and is expected to lash the region with destructive winds and storm surge.

The Category 2 storm, which ravaged the Bahamas with over a full day of deadly wind and rain, threatened to swamp low-lying regions from Georgia to southeastern Virginia. According to a flood chart posted by the National Weather Service, the storm could get dangerously close to Charleston, S.C., with a combined high tide and storm surge of 10.3 feet. The record, 12.5 feet, was set by Hurricane Hugo in 1989.

Duke Energy said Dorian could trigger in excess of 700,000 power outages in eastern regions of North Carolina and South Carolina, and Georgia Power said about 2,800 homes and businesses were already coping with the loss of electricity.

Royal Caribbean International will deliver tens of thousands of meals and other supplies to Bahamas residents affected by Hurricane Dorian, CEO Richard Fain told Fox News Wednesday.

The Miami-based vacation giant is used to dealing with tropical systems, but the devastation left by Dorian in the northern Bahamas is breathtaking, Fain told Neil Cavuto on “Your World.”

“It’s hard to appreciate — those of us in Miami are used to seeing hurricanes. We get them for a few hours,” he said. “But on Grand Bahama, that storm just sat over them without moving for 38 hours.”

Fain said Royal Caribbean deviated the course of several ships to help with the relief effort. The Bahamian capital Nassau, on New Providence Island, is a regular port of call for cruisers and the port of registry for many ships.

“Our ships have come through unscathed,” Fain said.

“The spirit is very strong. They have made it clear they are very resilient, they made it clear they intend to come back,” he added of residents on Grand Bahama, where homes and businesses have been leveled.

“The devastation is just awful. Our prayers go out to all of our friends there. Right now what we’re trying to do, we’re deviating ships… so that we will bring tomorrow… 10,000 meals to the people of Grand Bahama.”

Fain said the number will rise to at least 20,000 daily meals as of Friday.

“We have the wherewithal. We have the people, we have the volunteers. We have the material, we have the capability.”

About 80 miles south of where Dorian made landfall on Grand Bahama is Little Stirrup Cay — the Royal Caribbean-owned recreational island renamed as Coco Cay.

The company initially evacuated the island of employees and later reported there was no “visible structural damage” after checking webcams in the aftermath, according to the Orlando Sentinel.

An RCI spokeswoman told the paper the Navigator of the Seas is hoping to dock at the island Saturday if conditions permit.

The company is also donating $1 million to the relief effort, Cavuto reported.

Rep. Steve King, R-Iowa, seemingly tried to dispute accusations about border detention facilities by reportedly telling constituents on Wednesday that he videotaped himself drinking out of a toilet.

“I actually went into that cell where it was reported that they were advised they had to drink out of the toilet. I took a drink out of there. And actually pretty good! So I have a videotape and I smacked my lips,” he said during a town hall, according to NBC News.

King’s comment appeared to be a direct response to Rep. Alexandria Ocasio-Cortez, D-N.Y., after she claimed migrants faced deplorable conditions at detention facilities — specifically that migrants had to drink from toilets.

King reportedly continued his Wednesday remarks by discussing the toilet’s structure and how it had a water fountain in the back.

“That was a little personal experience. But what it is, is if – you are, most of you heard about that – there’s these toilets in these prisons, are stainless steel. They’re built so that they are semi-indestructible… in the back where the lid would be on our toilet, that’s also sealed.

“And there’s a water fountain there, you push the button, the water comes out and you take a drink.”

He suggested the initial claim came from a “language barrier” that resulted in “misinformation” about facilities.

Former immigration officials later accused Ocasio-Cortez of misrepresenting conditions at the border. Like King, ex-Immigration and Customs Enforcement Director Tom Homan explained that the toilet and water fountain were part of the same apparatus.

“You’re drinking out of the same apparatus, the same piece of equipment, but there are two separate water lines—one going to the commode, one going to the sink,” Homan previously told Fox News. “They are designed that way to try to save space and make it more comfortable for the people who are in those facilities.”

It was unclear whether King will release the video of him drinking out of the toilet. King’s office did not immediately respond to Fox News’ request for comment.

His remarks Wednesday were just the latest to raise eyebrows in the media. In August, King appeared to defend rape and incest while commenting on his opposition to exceptions in abortion bans.

“Considering all the wars and all the rapes and pillages that happened throughout all these different nations, I know that I can’t say that I was not a part of a product of that,” he said.

Those comments earned him a rebuke from House GOP Conference Chairwoman Liz Cheney, R-Wyo., who called for his removal from office. “It’s time for him to go. The people of Iowa’s 4th congressional district deserve better,” she said.

His Cat’s Death Left Him Heartbroken. So He Cloned It.

BEIJING — Garlic was dead, and there was nothing Huang Yu could do. So on a cold winter day, he buried his cat’s body in a park close to his home.

Hours later, still heartbroken, the 22-year-old businessman recalled an article he had read on dog cloning in China. What if someday he could bring Garlic back to life?

“In my heart, Garlic is irreplaceable,” said Mr. Huang, who dug up his British shorthair and put the cat in his refrigerator in preparation for cloning him. “Garlic didn’t leave anything for future generations, so I could only choose to clone.”

That thought led him to Sinogene, a commercial pet-cloning company based in Beijing. Roughly $35,000 and seven months later, Sinogene produced what China’s official news media declared to be the country’s first cloned cat — and another sign of the country’s emergence as a power in cloning and genetics.

It also suggests that China could turn pet cloning into a viable business. Duplicating dogs and cats has not really taken off in the United States and elsewhere, experts say. Pet-obsessed China might be different. The size of China’s domestic pet market is expected to reach $28.2 billion this year, up nearly one-fifth from 2018, according to Gouminwang, a pet consultancy in Beijing. The country already has 55 million pet dogs and 44 million pet cats, and demand for cats is accelerating.

Pet cloning is not confined to China — Barbra Streisand famously declared last year that two of her dogs are clones — and people have been cloning cats for years. But Garlic is the first cat cloned by China, solidifying its position among major cloning nations, which include the United States, Britain and South Korea.

Mi Jidong, Sinogene’s chief executive, said the company decided to start cloning pets in 2015 after conducting a survey of roughly 1,000 people that showed there was demand. The company has cloned more than 40 dogs, including schnauzers, Pomeranians and Malteses, at a cost of about $53,000 each, some as pets and others for medical research.

It charges more for dogs than cats because the window for harvesting a dog’s eggs is very small, according to Mr. Mi. He said more than 100 people had stored the DNA samples of their pets in anticipation of creating clones.

Sinogene’s yearlong effort to clone a cat was motivated by market research that showed that cats are becoming increasingly popular in China, said Mr. Mi, who has never owned a pet. (“Cats and dogs require too much care,” he said.)

China’s genetics know-how is growing rapidly. Ever since Chinese scientists cloned a female goat in 2000, they have succeeded in producing the world’s first primate clones, editing the embryos of monkeys to insert genes associated with autism and mental illness, and creating superstrong dogs by tinkering with their genes. Last year, the country stunned the world after a Chinese scientist announced that he had created the world’s first genetically edited babies.

Pet cloning is largely unregulated and controversial where it is done, but in China the barriers are especially low. Many Chinese people do not think that using animals for medical research or cosmetics testing is cruel, or that pet cloning is potentially problematic. There are also no laws against animal cruelty.

“It satisfies the owner’s spiritual needs and increases happiness,” said Wang Chuduan, a professor at China Agricultural University in Beijing. “There is a market demand. So what’s the problem?”

Sinogene has bigger ambitions than cats and dogs. It is cloning a horse, and Mr. Mi said his next big goal was to clone endangered animals, including pandas and the South China tiger.

“I believe it will be quite difficult and we will need some more time,” Mr. Mi said in a conference room surrounded by framed pictures of his company’s cloning successes, like China’s first cloned police dog.

Critics contend that pet cloning is inefficient and inhumane. It is not clear what will happen to the resulting animals, or the impact when they mix with the broader gene pool. The money could be better spent on caring for existing animals, the critics say.

Jessica Pierce, a bioethicist at the University of Colorado Denver, cites the use of cats as surrogate mothers to produce clones, which she said was “similar to the harm that you would impose on a woman whose only purpose in life is to be a breeding machine for man.”

“The cat has no intrinsic value,” Dr. Pierce said. “It’s used as an object, as a means to somebody’s end.”

To clone Garlic, scientists implanted skin cells from Mr. Huang’s original cat into eggs harvested from other cats. After an electric or chemical shock, 40 cloned embryos were implanted into four surrogate mother cats. That produced three pregnancies, two of which were miscarriages, said Chen Benchi, head of Sinogene’s medical experiments team.

“The harm is very small,” said Mr. Mi, Sinogene’s chief executive.

Scientists outside China have not yet inspected Garlic, who was born on July 21. But the company’s chief scientist, Lai Liangxue, was an assistant professor at the University of Missouri, and his cloning research has been published in the respected journals Nature and Science.

A visit to Sinogene’s laboratory on the outskirts of Beijing offered scenes out of something like a feline version of “The Handmaid’s Tale.” Garlic’s clone, a gray-and-white kitten, snoozed with his surrogate mother, a different breed from Garlic. He later played with a fur ball while three pregnant surrogate cats watched from cages. The new Garlic is scheduled to stay at Sinogene’s laboratory for another month for observation before he is sent to Mr. Huang.

Elsewhere, two lab workers in blue coats were focused on testing the paternity of horses. Tanks of liquid nitrogen held the cells of pets.

Mr. Huang was initially put off by the roughly $35,000 price. But in a telephone interview from the eastern city of Wenzhou, he said getting Garlic back was worth more than that, even though his parents disapproved. The original Garlic died in January from a urinary tract infection at age 2.

On the day Garlic died and was buried, Mr. Huang exhumed Garlic’s corpse, wrapped it carefully and placed it in his refrigerator. He then waited for a Sinogene employee to arrive from Beijing to extract skin cells from Garlic and bank them. Mr. Huang decided about a month after Garlic’s death to go through with the cloning.

In his first meeting with the new Garlic in August, Mr. Huang found that cloning had not produced an exact copy of his former pet. The clone is missing a patch of black fur that graced Garlic’s chin. Sinogene said that clones might show slight differences in fur or eye color and that an outside firm had proved the DNA matched.

“If I tell you I wasn’t disappointed, then I would be lying to you,” Mr. Huang said. “But I’m also willing to accept that there are certain situations in which there are limitations to the technology.”

At a news conference last month to unveil the cloned Garlic, Mr. Mi was quoted as saying that he was considering using artificial intelligence to transplant the memories of the original pet to the cloned one.

When asked about that statement, Mr. Mi said it was not something that his company would embark on but added that it was a possibility that the technology could provide.

“It’s a way to imagine the future,” he said.

Fotis Dulos, the estranged husband of a Connecticut mother who vanished more than three months ago, was arrested for a second time on Wednesday in connection with the disappearance.

Connecticut State Police confirmed that Dulos was arrested at his home and added that details on the charges would be released later Wednesday. Fox61 and other outlets reported that Dulos would face an additional charge of tampering with evidence.

Dulos’ attorney, Norm Pattis, confirmed to Fox News that his client was in custody and being held at the state barracks in Bridgeport. Pattis said he was unsure whether Dulos was being charged with witness tampering or evidence tampering but expected to know more after visiting the suspect.

Jennifer Farber Dulos, 50, has not been seen since she dropped her children off at school on the morning of May 24. Her 2017 black Chevy Suburban was found near Waveny Park in New Canaan shortly after she was reported missing, with no sign of her.

Fotis Dulos, 51, and his girlfriend, Michelle Troconis, 44, were arrested in early June and pleaded not guilty to evidence tampering and hindering prosecution. They had been released on $500,000 bail and both have denied any involvement in Jennifer Dulos’ disappearance.

Dulos’ defense team had received dozens of CDs from prosecutors in late July that allegedly contained footage of a man resembling Dulos dumping bags of trash “which appeared to be stained with a substance consistent with the appearance of blood,” along Albany Avenue in Hartford beginning on the day his estranged wife disappeared, according to court documents.

Investigators spent weeks sifting through garbage and trash and reportedly uncovered bloody items of clothing, including a T-shirt and bra that Jennifer Dulos was wearing on the day she disappeared, as well as bloodied cleaning supplies such as sponges, according to The Hartford Courant.

Fotis and Jennifer Dulos were in the midst of a bitter divorce and custody battle over their children — three boys and two girls ranging in ages from 8 to 13.

In the wake of her disappearance, a judge granted Jennifer’s mother, Gloria Farber, custody of the couple’s children. Fotis Dulos, who was under GPS monitoring, was prohibited from having contact with the kids.

In a White House video released Wednesday, Trump displays a modified National Hurricane Center “Cone of Uncertainty” forecast, dated from 11 a.m. on Aug. 29, indicating Alabama would in fact be impacted. The graphic appears to have been altered with a Sharpie to indicate a risk the storm would move into Alabama from Florida.”We had, actually, our original chart was that it was going to be hit — hitting Florida directly,” Trump said as he displayed the graphic from Aug. 29, which now includes an added appendage extending the cone into Alabama. “That was the original chart,” Trump said. “It could’ve, uh, was going towards the Gulf,” Trump explained in the video.

According to Mersereau, citing a U.S. statute, “It is a violation of federal law to falsify a National Weather Service forecast and pass it off as official, as President Trump did here.”

Aside from the newest violation of federal law, albeit a less serious violation as compared to other examples, the President’s assertion is still categorically wrong.

LONDON – British Prime Minister Boris Johnson suffered a double parliamentary defeat Wednesday after he failed in his bid to call a general election just hours after rebel lawmakers succeeded in forcing Parliament to block a “no-deal” Brexit. 

Johnson did not win sufficient parliamentary support to get the election approved.

The development adds more confusion to what happens with Britain’s attempt to leave the European Union. It has been beset by multiple delays and frustrated votes. 

Next steps are far from clear: for Brexit, for Britain and perhaps for Johnson, who has insisted on taking a “do or die” approach to an EU departure.  

The House of Commons voted by 327-299 in favor of the “no-deal” bill, sending it to Parliament’s upper chamber, the House of Lords. An earlier version passed 329-300.

Johnson needed two-thirds of British parliamentarians to trigger an election, a move he vowed to do after lawmakers Wednesday approved the “no-deal” legislation aimed at preventing Britain’s leader from leading the nation out of the EU without a formal exit deal covering trade, security, workers’ rights and other salient issues.

He fell 136 votes short of winning approval for a general election. 

Britain is scheduled to leave the 28-nation political bloc on Oct. 31.

Johnson had hoped to hold the vote on Oct. 15. 

Reflecting on the outcome, the prime minister described Jeremy Corbyn, the leader of the main opposition Labour Party, as “the first leader of the opposition in the democratic history of our country to refuse the invitation to an election, adding: “The obvious conclusion, I’m afraid, is that he does not think he will win.”

Polls give Johnson’s Conservatives the edge. 

Corbyn has indicated that he will only commit to an election after the “no-deal” legislation becomes law because he does not trust Johnson to still pursue a “no-deal” Brexit in the event any election returns him to power with a large majority. 

Johnson took over as Britain’s leader from Theresa May a little more than a month ago after he promised the ruling Conservative Party that he would to stick to the Oct. 31 timeframe with or without a formal withdrawal arrangement in place with the EU.

The bill passed by lawmakers forces him to ask the E.U. to delay Brexit until January. 

Opposition lawmakers, supported by rebels in Johnson’s Conservative Party, warn that leaving the EU without a divorce agreement would cause irreparable economic harm.

Lawmakers hope to pass the “no-deal” bill into law by the end of the week, because Johnson plans to suspend Parliament at some point next week until Oct. 14.

“There is very little time left,” said Labour Party lawmaker Hilary Benn as he introduced the measure. “The purpose of the bill is very simple: to ensure that the United Kingdom does not leave the European Union on the 31st of October without an agreement.”

Pro-Brexit peers in the Lords may try filibustering until time runs out.

The failed attempt to hold a new election, which deepens Britain’s political crisis more than three years after voters narrowly opted to depart the EU, comes as Vice President Mike Pence was due to arrive in London for meetings with Johnson.

“Make no mistake about it, America respects the sovereignty of the United Kingdom, respects the will of the people of the United Kingdom and we respect and support the U.K.’s decision to leave the European Union. And we will continue to express that support and hope to see the European Union and the United Kingdom come together around that negotiating table,” Pence told reporters Wednesday shortly before departing for London from Iceland, where he held discussions with officials from the Nordic country about the growing strategic importance of the Arctic.

Like his boss, President Donald Trump, Pence has encouraged Britain to quickly get on with Brexit. The Trump administration has held out the prospect of Britain signing a trade deal with the U.S. as one of its first post-Brexit achievements. 

Asked Wednesday whether he is following Brexit developments in the U.K., Trump said: “Boris is a friend of mine, and he’s going at it, there’s no question about it. Boris knows how to win. Don’t worry about him. He’s going to be okay.”

Storm surge – the deadly and destructive push of sea water that comes ashore during a hurricane – is a growing threat for coastal areas of Georgia and the Carolinas over the next couple of days as Dorian swirls by. 

The hurricane center warned that “the combination of a dangerous storm surge and the tide will cause normally dry areas near the coast to be flooded by rising waters moving inland from the shoreline.”

Larger swells and battering waves generated by Dorian will persist for several days, according to the Weather Channel.

This will lead to “increasing beach erosion and coastal flooding, particularly around times of high tides, which are generally an hour or so before or after midday and midnight” on Wednesday, the Weather Channel said.

These impacts will occur regardless of how close Dorian’s center tracks or whether it ever moves ashore in any part of Georgia or the Carolinas. The surge impacts will also be in addition to those from the drenching rain and howling winds that will slam the region.

In Georgetown, South Carolina, Tom Foose already had the sandbags he needed. The Tomlinson’s department store manager saved them from hurricane season last year.

Foose, Tomlinson’s and Georgetown is now under a storm surge warning, which means there is a danger of life-threatening inundation from rising water moving inland from the coastline during the next 36 hours. Feet of water could rush these streets, possibly flooding the historic homes and shops that define this district. 

“We are going to prepare, pray and if something happens, we will clean up and start again,” Foose said as he placed sandbags at the glass storefront.

As of 5 p.m. ET Wednesday, Dorian was a Category 2 hurricane with maximum sustained winds of 110 mph and was located 150 miles south of Charleston, South Carolina. 

The surge could approach 3 to 5 feet along the Georgia coast and from 5 to 8 feet from the Isle of Palms to Myrtle Beach, South Carolina. This means that up to 8 feet of sea water could inundate portions of South Carolina, including near Charleston. 

The National Weather Service in Charleston warned of “structural damage to buildings, with several washing away. Damage compounded by floating debris. Locations may be uninhabitable for an extended period.”

The city could see its second-highest flood on record, trailing only what was the city’s worst flood of Hurricane Hugo in 1989. 

In North Carolina, from Cape Lookout to Duck, including Pamlico and Albemarle Sounds and the Neuse and Pamlico rivers, a surge of 4 to 6 feet is forecast.

“The surge will be accompanied by large and destructive waves,” the hurricane center warned. 

AccuWeather meteorologist Alex Sosnowski said that “some roads to the barrier islands in the region will be cut off due to high water and powerful winds.” 

Both the Georgia and South Carolina coastlines are especially vulnerable to storm surge flooding – even from a storm that does not make landfall – because of the shape of the land on and just offshore, as well as the effects of sea-level rise and land subsidence over time, the Capital Weather Gang said. 

“If you live in an area prone to storm surge, be sure to follow the advice of local officials if evacuations are ordered,” the hurricane center said.

For storm surge, people should evacuate, while for wind, they can stay in place in a strong structure as long as it is away from flood-prone areas.

Storm surge has accounted for about half of the deaths in hurricanes since 1970, the hurricane center said. In fact, storm surge caused most of the 1,200 deaths during Hurricane Katrina in 2005.

In addition to being the deadliest threat, surge is also typically the most destructive part of a hurricane: In Hurricane Sandy in 2012, storm surge-induced flooding measured as high as 9 feet above ground in parts of New York and New Jersey, which led to billions of dollars in damage.

The tidal cycle also affects storm surge, a rise of water generated by a storm over and above the predicted astronomical tides. Storm tide is defined as the water level rise because of the combination of storm surge and the astronomical tide.

Storm surge flooding does not include floods caused by heavy rain from a hurricane, such as the disasters in the Carolinas in 2018 during Hurricane Florence and in Texas in 2017 with Harvey. 

And storm surge has nothing to do with tsunamis, large ocean waves generated by offshore earthquakes, which are are not related to weather.
