95 Tory MPs voted against John Major over the gun laws. So this evening saw the biggest Conservative revolt of modern times.  We listed a total of 111 who in our assessment with either vote against the deal, would probably vote against it or might vote against it.

21.15 Update: Our estimate is that some 63 per cent of Tory backbenchers voted against the Government.

I’m not sure if this is an idea that’s gaining traction in the NeverTrump camps or if it’s just one local newspaper trying to generate some buzz. The Baltimore Sun is featuring a story this week about Maryland Republican Governor Larry Hogan’s inauguration for his next term and playing up the fact that Jeb Bush will be attending. The underlying message here – in fact, the reporter comes right out and says it – is that Hogan is a “rising star” in the anti-Trump GOP ranks and there’s talk of him considering a primary run against the President.

Former Florida Gov. Jeb Bush will travel to Annapolis to serve as the featured speaker at Maryland Gov. Larry Hogan’s inauguration Wednesday — a move that will put two favorites of anti-Trump Republicans on stage together.

As so-called “Never Trump” Republicans search for a candidate to challenge the president in 2020, some have been urging Hogan to run. The governor has largely demurred, saying he’s focused on running the state, while not definitively ruling it out.

But the announcement of Bush — the son and brother of presidents who has battled Trump publicly — as a featured speaker underscored the belief among political observers that Hogan is becoming a rising figure in the wing of party that does not embrace the president.

This type of cheerleading may not be indicative of anything the governor is thinking or saying for himself. I’m sure he’s honored to have someone from the Bush family show up, but it’s probably not indicative of some big move on the horizon. Rather than being “anti-Trump” for the past two years, Hogan has been fastidious in basically refusing to even mention the President or take a side in all the Washington controversy. It’s true that he blamed Trump for some down-ballot losses in Maryland after the last election (where the President’s approval rating is almost in negative numbers) but that’s about it. For the most part, he’s remained focused on getting things done in Maryland and leaving the swamp to tend to itself.

But let’s indulge the folks in Baltimore and say that Hogan was considering such an idea. Do you really think he could carry a significant part of the base in a primary fight? The reason Hogan is so popular in a deep blue state like Maryland is that he’s at best a serious RINO. Running for national office or even a state race in a more purple or red area, Hogan would quickly find himself in hot water. He’s barely keeping a “C” rating with the NRA, particularly after signing a host of new gun control laws last year.

It’s not just the gun control issue, either. Hogan signed more than 500 bills put together by the Democratic majority in the legislature last spring. These included things such as free college tuition and a raft of education bills that have the teachers unions almost ready to give him their endorsement.

As Governor, Larry Hogan has done a good job holding the line on taxes and maintained a solid, fiscal conservative reputation. He’s eked out the small victories for conservatism that were possible in such a blue state, but his record as a full-throated conservative is mostly nonexistent. Hogan works for Maryland and keeps the governor’s mansion in GOP hands precisely because he’s a good fit for Maryland. And he should stay there and keep up the good work he’s been doing because he would be a spectacular failure in attempting to primary Donald Trump.

Over five years ago, terrorists from the Somalia-based radical Islamist group al-Shabaab massacred 67 people in a fashionable shopping mall in Nairobi. Today the group has seized a luxury hotel in Kenya’s capital, less than two miles from the Westgate Mall, as security forces attempt to flush them out. An unknown number of people have already been killed, with one witness relating that the scene looks like “minced meat all over.”

The BBC picked up the story when its meaning was still ambiguous:

NBC’s brief video coverage makes the purpose seem more clear, a purpose later confirmed by the terrorist group itself:

Several vehicles burned. People were rushed, some carried, from the scene. At least one was on a stretcher. Some ducked behind cars, screaming. Others appeared to take cover behind fountains and other features at the lush complex, which includes the DusitD2 hotel, along with bars, restaurants, banks and offices.

“It is terrible. What I have seen is terrible. I have seen a human as I ran out and there is what looks like minced meat all over,” said a man who ran from the scene, Charles Njenga.

Kenya’s national police chief, Joseph Boinnet, said that it appeared to be a terror attack.

“We are aware that armed criminals are holing up in the hotel and special forces are now currently flushing them out,” Boinnet said. He did not confirm any deaths and did not say how many were wounded.

The police made it clear that not only are they treating like a terror attack, they’re confirming it:

AFP reports that the attack targeted the entire complex, which included office space for international businesses:

A huge blast followed by a gun battle rocked an upmarket hotel and office complex in Nairobi on Tuesday, causing casualties, in an attack claimed by the Al-Qaeda-linked Shabaab Islamist group.

The explosion at the DusitD2 compound, which includes a 101-room hotel, restaurant and several office buildings housing local and international companies, was heard from AFP’s bureau some five kilometres (three miles) away. …

An AFP reporter saw a bomb disposal squad blow up a car which they said had been used by the attackers to arrive at the complex.

Flames and plumes of black smoke billowed into the sky from the parking lot where several cars where ablaze. Scores of people fled the scene, some of them injured.

It might take quite a while to flush out the terrorists inside the complex. The Westgate Mall attack went on for a few days before finally coming to an end. Three of the perpetrators were in court this week on charges resulting from the siege, which may (or may not) have precipitated this attack. It will take a long while to fully comprehend the attack even if they manage to neutralize the attackers. We’ll keep up with developments as they warrant; as of publication time, there has been no official tally of casualties, but it appears that several people have been killed from witness reports in the media.

However, it’s worth noting that this comes not long after the US decided to scale back its counter-terrorism operations in Somalia. The administration has assessed that al-Shabaab still presents a regional threat but not to the US, but some questioned earlier this month whether that would leave a dangerous vacuum behind in which al-Shabaab and other radical Islamist terror networks could reconstitute themselves. Perhaps the better question is whether we have correctly assessed their current capabilities, and whether we have been effective in reducing the threat they pose to us as well. This coordinated and well-executed attack seems to indicate that a second look is warranted.
