With the “Come-One-Come-All” portion of the Democratic primary debate season complete, we are now about to enter the unpredictable Season of Momentum.

You can see momentum in a football game. It’s on the scoreboard. But momentum is a squishy thing in politics and political reporting. You can’t see it. You think you can feel it, or want to.

During these slow, somnolent summer weeks before the next round of debates in mid-September, political reporters will grow desperate for new narratives when nothing new is actually happening.

Candidates are saying the same yada-yada several times a day because about the 400th time they say it, audience members begin thinking, “Oh, I get it.”

News people can’t deliver the same report 400 times. They’d lose their company credit card and makeup person.

They need horse-race narratives, someone gaining, someone falling back going into the first turn and on and on. Which is, of course, ridiculous, like writing about the Kentucky Derby outcome 459 days before race time.

So far, this Democratic primary campaign is pretty boring stuff. Or scary, if you’re a taxpayer. A number of candidates — Robert Francis O’Rourke, Mayor Pete, for example — have enjoyed bursts of enthusiasm that evaporated.

Kamala Harris has tried a few positions to break out, unsuccessfully. As usual, Bernie Sanders is always shouting. Elizabeth Warren, who claimed minority status to get a cushy $400,000 teaching gig, is now against such crony corruption. Joe Biden was ahead early on. He still is. Yawn. Everyone is just waddling along.

Never fear. Soon, news stories and commentaries will begin appearing about momentum shifting to one candidate or away from another. Campaign communications directors love momentum if it involves their candidate gaining some, which can lead to more media coverage and more donors.

Media will use convenient documentation such as poll numbers, which are mere snapshots that have actually changed overnight. Or rally crowd sizes. Or man-in-the-street quotes. Or a veteran reporter’s intuition.

All of which can be entertaining and might by some fluke just be right. But it turns out, momentum it is not.

Bad news for us political writers. New research by Josh Clinton, a political science professor out of Vanderbilt University, proclaims political momentum to be basically a figment of our fervid imagination, at least during the 2016 cycle.

“Despite the (momentum) term being used so often,” Clinton says, “we wanted to see if voters were changing their votes to support winners.”

Clinton with graduate students Andrew Engelhardt and Marc Trussler combed through vast data from 325,000 interviews from December 2015 through the 2016 primaries. Clinton says:

If winning a primary created momentum among voters, we would expect to see a sizable fraction of voters changing their mind and supporting the winning candidate after each primary.

But in almost every case, the shifts we see are largely indistinguishable from the ordinary ebb and flow we observe in public opinion.

When a candidate won consecutive primaries, it was more due to states having similar electorates. And when a candidate’s winning percentage grew, it was no bandwagon, just that others had dropped out.

But what about these very important prime-time primary debates like the ones we’ve just endured? Clinton responds, “We again found no evidence that voters were reacting to debate performances.”

Now, you can take your own momentum on vacation and ignore politics with a clear conscience.

One of the biggest topics featured in the Democratic debates this week was healthcare, with a big focus on Medicare For All, the plan touted by the super progressive candidates.

Some of the biggest fights in the two debates were between the progressive candidates and the more moderate (in tone) candidates and the issue of healthcare, and there is no way we can’t talk about it. You can spend days going over every detail. If you want a solid summary, though, you can listen starting at about 7:35 a.m. this morning as I discuss it with KPEL 96.5 in Lafayette, Louisiana.

What Have You Got To Lose (Redux): Tactical, Operational & Strategic

By now, every sentient person in these United States is aware that President Trump (alleged by the left) made some “racist” comments about Representative Cummings’ district. This, in response to Cummings’ downright insulting harangue towards the Director of Homeland Security during a hearing on border security and migrant detainee conditions.

President Trump starting this past Sunday and continuing through the middle of this week, launched a barrage of tweets about the rat infested conditions in West Baltimore (Cummings’ district) stating the the Congressman might should focus on the squalor endured by his constituents, rather than telling lies about border conditions.

As this feud has developed, we’ve seen a host of sources, many of them liberal press and politicians, on camera stating essentially the same thing as President Trump regarding the conditions in Baltimore. In one instance, a liberal reporter is on camera roundly excoriating The President, when a rat photo bombs her spot by running past her in the background.

The President has clearly won this tactical fight. The Democrats can continue to scream “raayycciss!” all they wish, but Donald Trump owns this particular piece of terrain. All that remains, is to send the prisoners to the rear for interrogation, redistribute the ammo and plan for the next fight. That’s the tactical part.

The operational part is the election in 2020. Remember then Candidate Trump’s, “What do you have to lose?” to several Black audiences? As I pointed out in an earlier article, President Trump must (and likely will) visit Baltimore, San Diego, Detroit and a number of other Democrat run, third world, U.S. cities. While there, he’ll be able to point out that Representative Cummings has been in office since 1996…over two decades. Then he will pointedly ask, “What has Representative Cummings done for West Baltimore?” Next, he will point to a number of significant accomplishments of his administration. Finally, he will say again, “Try supporting me. After all, what have you got to lose?”

I discussed this with David Webb** the other day on his morning show. He added an important component. Republicans don’t need to go into Blue areas with the intent of changing party affiliation. “Don’t try to change folks from Democrat to Republican. Just help fix problems.” That will cause them in the privacy of the voting booth to vote their consciences. Party affiliation can come later.

If the economy keeps roaring, there is a visually significant piece of new border wall built, and the Democrats keep responding to his twitter feed like cats chasing the red dot, I see a blowout in 2020.

But what abut 2024 and beyond? That’s the Strategic level that most folks don’t give the President credit for operating on. It starts with changing the rules. My colleague Kira Davis notes

The rules in 2019 are that if you’re White, any non-White person is unassailable regardless of their personal character or their personal responsibility.

But Donald J. Trump doesn’t play by these silly rules. The Squad Coven found out abut this. Shortly thereafter, so did Civil rights “icon” Rep. Elijah Cummings. Heretofore “unassailable,” he was indeed assailed by The President regarding squalor and corruption in his district. This is the single most important concept the Republicans who follow the Trump Administration need to learn if they hope to retain Congress and the White House past 2024.

It’s OK to fight back! It’s OK to fight back, even when your assailant is a member of a protected class. It’s OK to fight back, even when your antagonist is a member of a protected class and allegedly a “civil rights icon.” Here is why this is so important. Democrats cry “raaayyyccciiisss!” at the drop of a hat. Heretofore, Republicans scurry away mewling apologies. This doesn’t give time for the true story to play out.

In this latest case, President Trump pointed out what a third world crap hole Rep, Cummings’ district is. Democrats immediately threw the race card. President Trump, not following the weak kneed Republican playbook, doubled down on the attack. This gave time for the facts to come out…and they did. Within 72 hours it turned it that in some areas of Cummings’ district the conditions are so squalid and the violence is so prolific, that those residents could legally apply for asylum—in Mexico!

This is the strategic message for Republicans. Stop allowing leftists to intimidate you. Make your case and stick with it. It’s true that the Democrat lie will travel around the World before the truth can saddle its horse, but if you hang on, it will eventually catch up and prove you right. This has been the hallmark of the Trump Presidency. Take it to heart…for 2024, and beyond.

I’m just a simple unfrozen caveman, but isn’t this kabuki? Posturing by Dems, or at least many Dems, with no real intention of following through?

The majority of the House Democratic caucus now supports an impeachment inquiry against President Trump, with Rep. Ted Deutch (D-FL) becoming the 118th Democrat in the chamber to support moving to such proceedings.

“[President Trump] seems to think that Mueller’s performance wasn’t enough to trigger an impeachment inquiry,” the congressman wrote in an op-ed in the South Florida Sun Sentinel. Sorry, Mr. President, the question is no longer whether the House should vote to proceed with a formal impeachment inquiry. The inquiry has already begun.”

Eliot Engel, chairman of the Foreign Affairs Committee, endorsed impeachment a few days ago, a notable addition to the ranks given his leadership within the caucus. Emanuel Cleaver, a senior caucus whip and an influential black Democrat, also now backs it. Are House Dems about to twist Pelosi’s arm and force her to go nuclear?

I’m guessing … uh, no. The recent post-Mueller “dam break” of Dems backing impeachment reeks of a calculation Pelosi has made. She may have put the word out to her caucus to this effect: “If you think it’ll help you next fall to back impeachment, or if you feel strongly as a matter of conscience that impeachment is called for, go ahead and support it. I’m going to continue to block it. If your constituents complain, feel free to blame me.” That’s all upside for her caucus: Lefty reps get to virtue-signal to progressive voters by calling for Trump’s ouster while centrists get to keep their heads down. Plus, with each passing day, we get closer to the primaries and to the general election. Pelosi may be calculating, probably correctly, that left-wing ardor for trying to remove Trump before his term is up will cool accordingly as we get closer to his term expiring naturally. And once a presidential nominee is crowned, even reps who are gung ho to impeach will think twice about throwing the nominee off-message with an X factor like impeachment.

But the kabuki theory is premised on the idea that Pelosi maintains a chokehold on her caucus. Does she? If you’re a conservative who lived through the daily process of passing ObamaCare, you’ll remain forever convinced that Pelosi can move mountains legislatively. If she could convince 218 House Dems to jump off a cliff for that, she can surely convince 218 not to jump off a cliff for this.

But Politico isn’t so sure:

The lawmakers quietly working to organize support for Trump’s impeachment said there are two important figures to watch in the coming weeks. Assistant speaker Ben Ray Luján (D-N.M.), who is running for an open Senate seat against a primary opponent who has embraced impeachment proceedings, and Rep. John Lewis (D-Ga.), a civil rights icon who has questioned the legitimacy of Trump’s election but so far deferred to Pelosi on impeachment.

Though there’s no indication he’s changing his tune, Luján’s support for impeachment proceedings could help unlock the backing of a slew of freshman Democrats who Luján helped get elected in 2016, when he ran Democrats’ campaign arm, pro-impeachment lawmakers said. And Lewis’ support would carry significant sway with members of the Congressional Black Caucus who have remained on the fence so far. Lewis has repeatedly been asked for his opinion on impeachment proceedings but has repeatedly indicated that he’s deferring to Pelosi.

Pelosi has the most influence of any Democrat within her caucus but she’s not the only legislator with influence. If Lujan and Lewis ignore her and break for impeachment, maybe there’s a domino effect. There are other pressures that might contribute to a domino effect too, as Perry Bacon noted in a piece for FiveThirtyEight a few days ago. Every Democrat hailing from a district that went lopsidedly blue in 2018 — and there were a lot of those — will obviously come under pressure to join the growing pro-impeachment ranks, especially as Dems from not-so-blue districts join the pack. How would a rep from a D+30 district justify holding out if a rep from a D+1 district is ready to risk alienating Republicans by voting to impeach? We’re at 118 Dems in favor now but we could end up at 150 or more quickly, particularly if Lewis comes out in favor and other black reps follow his and Cleaver’s lead.

And yet, even if that happened, so what? Al Green’s impeachment resolution a few weeks ago drew just 95 yes votes. Granted, that was before Mueller’s testimony and before Trump’s war of words with Elijah Cummings, but even if you doubled that number you’d still be a few dozen votes short of 218. There must be 20 or so Democrats in the caucus who are so loyal to Pelosi, or whose reelection bids would be so fraught otherwise, that they’d roadblock impeachment even if the rest of the caucus were in favor. It’s kabuki.

The Democrat party and their media stenographers have one play in the playbook at this point and it’s Russia.

Anything they don’t like is Russia’s fault. Anyone they don’t like is a Russian agent. Do you eat hamburgers? You’re probably a Russian sympathizer according to The Washington Post. Everything is blamed on Russia, no matter how nonsensical the charge is.

We’ve seen this play out most recently with the #MoscowMitch hashtag and numerous media outlets rushing to telling us that Mitch McConnell is actually Putin’s puppet. It never stops and that means it’s not going to stop in the Democratic primaries either.

As I wrote this morning, Rep. Tulsi Gabbard absolutely wrecked Kamala Harris at the debate last night. If they haven’t seen it, here’s the clip again.

In response, Kamala Harris picked herself up off the floor and gave a riveting counter to the attacks on her record.

lol…just kidding…she had her boosters go out and accuse Gabbard of being a Russian agent.

Wait, you mean to tell me that Russia Today reported on the most explosive exchange at the debate? The same exchange that ever other media outlet on earth reported on? Well, this changes everything. I’ll also note that Stengal has no proof that Russia started the #KamalaHarrisDestroyed hashtag. It’s a baseless accusation that mirrors many other baseless claims about evil Russians controlling social media.

Harris’ campaign also got directly involved. Here’s her Press Sec. weighing in.

You see, it couldn’t just be that Kamala Harris a terrible politician who has no business running for President. No, the only reason Gabbard attacked her is because the Russians made her do it. Do you sense trend yet? Anytime anyone threatens mainstream Democratic thought, it’s always the Kremlin’s fault. Funny how that works.

MSNBC’s Joy Reid, who’s never met a conspiracy theory she didn’t love, chimed in as well.

That’s called having a debate, Joy. That’s what the purpose of that gathering last night was.

Here’s the reality. If Gabbard goes after Biden, she only helps Harris stay ahead of her. The way you claw your way into a race with many people is to go after those standing between you and the front runner. This isn’t new or revolutionary to most people. To Democrats, it’s proof of a Russian disinformation campaign to take down the unimpeachable Kamala Harris.

These people are crazy and this is a preview of the general election. Every single bit of positive news for Donald Trump is going to be blamed on the Russians. We are going to get countless evidence free think pieces about Russian trolls, bots, and social media campaigns. All of this will be spun to paint Trump as being helped by the Russians. You can also bet there will be some fresh conspiracy theories dealing with Russian contacts by the Trump campaign. Why? Because they have nothing to actually run on.

It’s not looking good for Democrats. The entirety of the 2020 crop of candidates they’ve produced are lackluster at best, and likely won’t stand a chance against Donald Trump in the upcoming general elections.

And it’s not just people on the right who see it. Many Democrats do too, only they’re loath to admit it, but they will in other ways.

Take Michael Moore, for instance. The documentarian is so unimpressed that his attention is wandering to people who may beat Trump that aren’t even in the race. As such, his wandering eye landed on former First Lady Michelle Obama.

According to The Hill, Moore expressed his desire for Obama to run, saying that while others could beat Trump, Obama definitely would:

“She would beat him in the debates, he wouldn’t be able to bully her, he wouldn’t be able to nickname her,” he said.

Moore cited Obama’s popular tour for her memoir “Becoming.”

“She takes the stage and she’s so powerful and so good you just look at that and think of course she could win,” he said.

Obama, however, is not among the vast field of two dozen Democrats looking to face Trump in 2020.

“Well, has anyone asked her?” Moore said. “If asked to serve, I believe she would serve.”

Moore didn’t say anything about Obama’s qualifications, just that she’s a street fighter with a “powerful presence.” In truth, she hasn’t done anything of particular merit that would put a lot of people’s faith in her.

What Moore is likely seeing is a greener shade of grass on the side of a field he can’t get to. He’s none too happy about the fact that his team is headed into 2020 with what the B squad upfront, and in his desperation, he’s looking for someone he thinks will radiate bright enough to outshine Trump. The problem is that he’s basing that feeling off of a book tour where Obama was continuously tossed softball questions in a relaxed atmosphere.

Obama is admired, that is true, but being admired won’t save her against a strong debate opponent like Trump who is bringing his economic numbers and momentum with him.

All that aside, Moore’s suggestion doesn’t speak well for the 2020 contenders.

Campus Reform went to the theater where the Democratic debate took place and asked a bunch of Democrats what they would consider Joe Biden’s major accomplishments. “I don’t know of a specific accomplishment of his,” one woman respondent tells Cabot Phillips early on, and it doesn’t get much better from there.

To be fair, not all of the people featured here were Biden supporters. Quite a few were holding signs for some of the other candidates, so it makes sense they wouldn’t necessarily be ready with an answer about why someone should, effectively, support Biden.

Still, there are a few Biden supporters in the group and their answers are probably exactly what you would guess, i.e. he’s a decent guy and he served with President Obama “with distinction” whatever that means. One guy wearing a Biden 2020 T-shirt does cite the health care overhaul, i.e. Obamacare, as something Biden was responsible for. That seems like a bit of a stretch but it’s the closest anyone gets to an actual policy with some connection to Biden.

The respondents do a bit better when describing their top issues for 2020. Some say climate change, some health care. But beating Trump seems equally important to this group.

I’ve become fairly cynical about policy issues as they relate to elections. My general take is that policy issues exist as ex post facto points which voters latch onto after they’ve already decided they support someone. That’s not true for everyone of course, but I think it’s true of a majority of people who probably couldn’t outline three policies held by their favorite candidate.

Politics is a sport. As a sport, people choose their team, not because of the coach’s game plan but because they have some family connection or history with a place or they like the QB’s looks or his manner. And then, once they become invested in the team’s image and history, they pick up the names of the current players and the coaches and care about the strategy a bit (or a lot). Some people become ultra fans, listening to sports talk radio and ESPN all day to get the latest news. But all of that comes after you’ve committed to rooting for your team.

And often along with that comes the negative feelings for that team you hate. The one that wins but doesn’t ever deserve it. The one that cheats. The one only bad people could possibly root for. Yes, I mean the Raiders. Or the Patriots. Or the Yankees. Or Arsenal FC. Or whoever the appropriate villain is that stands between your team and victory.

All that to say, the policy positions of Democratic politicians, most of whom don’t have any real shot at the White House, are about as important as off-season training schedules of teams that never make the playoffs. Biden does actually have a shot but if so it won’t be because of the specifics of his legislative record, it’ll be because people decide they like him personally. And once they like him, some of them will defend what he’s saying even if it changes every few months, or days.

I really think that’s mostly what you’re seeing in this clip below and, keep in mind, these are people who showed up at a debate and therefore probably care about this more than many Americans do.

POLITICO Agrees: Trump Won

It’s Pretty Bad for the Dems When POLITICO agrees with me. In today’s unsigned opinion piece, Politico and I appear to be walking the same path; The President was the clear winner last night. From the article.

Trump won Wednesday night’s debate by a mile. Unlike Tuesday night, none of the top contenders in the Democratic field stood out or looked comfortable defending their positions and records or prosecuting the case against the incumbent president. It seemed as if there were more attacks on the past policies and practices of the Obama administration than on today’s Trump administration. Outside of Vice President Biden’s very effective opening statement and some early swings at the president by Senator Harris, the two leading candidates focused their fire on one another and failed to take the fight back to President Trump until nearly two hours in.

I am rapidly running out of popcorn and my Amazon Prime restock isn’t due for a few more days. I’m not sure I can handle all this winning.

The piece winds up with,

It is absolutely mind-boggling to me that the Democratic candidates think their best path forward is to aggressively and personally attack one another over the finer points of their white papers and decades-old positions, given the intensity of their base’s desire to remove Trump from the White House. It’s mind-boggling that there would be several candidates taking shots at Barack Obama when he’s broadly popular, Trump isn’t, and the whole point of this enterprise is beating Trump.

And finally,

And so in that regard, the loser of the debate tonight was the eventual Democratic nominee, who it is clear will win only after being a victim of some aggressive friendly fire.

Being a victim of aggressive friendly fire, fire that depends on whether you are tied to Obama or not. What a turn of events. Side note: I believe this article gave way too much deference to Kamala Harris. It totally failed to mention the thumping Tulsi Gabbard gave her over her unethical and in some cases, downright criminal behavior towards persons, many of color, caught up in California’s criminal (in)justice system. There will be more on that down the road.

She’s the world’s most admired women, extremely personally popular here at home, and singularly well positioned to reassemble the Obama coalition for obvious reasons. A poll taken in February found her running one point behind Biden in the primary.

Could she take back the Rust Belt from Trump, though? Eh. Eh.

It may be true that no Democratic nominee would turn out voters from their own party like MObama would. But I’m guessing it’s also true that no Democratic nominee would turn out voters from the other party quite like she would either.

Plus, there’d be a momentous question attached to her candidacy: To what extent would she break from Barack’s policies? It’s unthinkable that she’d move left from ObamaCare, his signature achievement. If she promised four more years of Barack’s policies in every particular, how would progressives react to that?

Relatedly, one of the most arresting facts about the primaries is how few candidates want to attach themselves to Obama’s agenda even though he left office with a high approval rating and is easily the most popular politician in the party. Normally when you have an ex-president who fits that bill, the ensuing primary race is a battle to see which candidate can hug him the tightest. This time, the distinction of being the most Obama-esque candidate has essentially been ceded to Biden. You can’t fault the field entirely for that: Since Biden was O’s VP, it’d be difficult to supplant him as the most Obama-esque candidate in voters’ eyes. But even so, the speed with which they’ve run away from Obama’s policy legacy and towards more radical-left options on health care and immigration, just for starters, is bizarre considering O’s popularity with the voters they’re targeting. Joe Scarborough was ranting about it this morning on MSNBC:

“Just judging from what I’ve seen and what I’ve heard since that debate, a lot of the Democrats are pretty pissed off,” Scarborough noted, adding that his Democratic pals have relayed to him that “if you’re thinking you’re getting my vote by trashing Barack Obama’s legacy, you have another thing coming.”

After panel discussion deriding the recent trend of Democratic candidates calling out the repeating of “Republican talking points” for any critical or questioning comment, Scarborough finished “Give me a break! What’s wrong with you people? You’re going up against Donald Trump, and you’re talking about defending ObamaCare as Republican talking points? Who is advising you?”

Grandpa Joe himself echoed the point this afternoon. If these dummies want to hand him the title of “Obama’s heir” in an election contested almost entirely among former Obama voters, he’ll take it:

Nate Cohn, the NYT’s data guy, kept O out of it but echoed the basic point about the Democratic field drifting away from Obama-ism:

What makes it even more bizarre, Cohn went on to say, is that Democrats *didn’t* run on a far-left agenda last fall, when they cleaned up in House races. Essentially they ran on defending Obama’s health-care legacy from Trump and Republicans, starting with preserving mandatory coverage by insurers of preexisting conditions. Now, nine months later, the top tier of the presidential race — except for Biden — has moved so far left in embracing Medicare for All that Trump might conceivably be able to run next fall on … protecting ObamaCare. Imagine.

Would Moore, a man very far to the left, accept a trade-off of further entrenching ObamaCare over the next four or eight years in return for a Michelle Obama presidency? Here he is last night on MSNBC.

As I shared last night, sources are telling The Hill’s John Solomon that James Comey was referred to the DOJ for prosecution. This deals with his mishandling of classified memos, which he purposely leaked to get Robert Mueller appointed.

Unfortunately and inexplicably, those same sources are also saying that the DOJ is going to decline to prosecute due to a lack of evidence to prove intent. This is confusing for several reasons, not the least of which is that Comey admitted in a Congressional hearing that he purposely leaked the memos.

At nearly the same time that news broke, Judicial Watch obtained documents that show just how badly James Comey mishandled classified information.

Not only was Comey keeping confidential and classified government documents at his house, which is illegal in and of itself, but he “lost” memos as well. Here’s what one of those memos was about.

There’s noway that’s a coincidence. The most likely reason Comey “lost” that specific memo is because he lied to the President about what surveillance had been used against his campaign and associates. But no matter. Comey just has to say he misplaced it and all of this just goes away apparently.

So to recap, Comey illegally possessed government documents at his house, he leaked those documents for partisan reasons, he admitted to leaking them for partisan reasons, and he “lost” other memos which likely contained further incriminating evidence against him.

Despite that, he’s not going to be prosecuted because of a lack of intent, which is not even required by the specific criminal statute. What I’m quickly learning is that intent is a meaningless term in Washington, used only as a means to deflect responsibility. A “get out of jail free card” for the entrenched elite. No amount of direct admission and obvious evidence is ever enough.

Think about how ridiculous this is. James Comey investigated Hillary Clinton and cleared her of mishandling classified materials, citing lack of intent. Now, he’s getting off for the same crime, for the same reason. The culture of corruption within our government is just perverse. No one is ever held accountable for anything. It’s the epitome of a two tiered system of justice.

I wish I could say I hold the same faith that my colleague Elizabeth does on the matter, but I believe this is it for Comey. I don’t believe this is all part of a plan to nail him on some bigger charge down the road. If they can’t prove intent here, when he directly admitted what he did, there’s noway they can prove intent dealing with FISA abuse (and that’s assuming you could pinpoint a specific statute violated anyway given how ungoverned the FISA court is). Comey did also lie to the FBI, but the DOJ has already said they won’t prosecute that either according to Solomon’s sources.

In the end, nothing changes. No one is made to pay and this kind of ingrained corruption within our bureaucracies will undoubtedly continue.
