Arkansas sheriff’s deputy killed in shooting after responding to domestic call, police say

An Arkansas sheriff’s deputy was one of two people shot and killed Thursday after he responded to a call in a rural part of the state, police said.

Arkansas State Police spokesman Bill Sadler told reporters that Stone County Sheriff’s deputy Sergeant Mike Stephen, 56, was killed when a suspect opened fire as he was responding to a call in Leslie, about 77 miles north of Little Rock.

Sadler said Stephen went to a home at around 8:40 a.m. for a domestic welfare check and “gunfire erupted” while he was talking to a woman outside the house. Sadler added that a man was inside the home at the time and did not indicate who shot first or how many shots were fired.

He said Stephen and a male suspect, who has not yet been identified, were killed. The woman was taken to an area hospital with non-life threatening injuries.

“The State of Arkansas has a heavy heart today,” Sadler told reporters on Thursday. “All too often now we’re getting calls that are resulting in the deaths of law enforcement officers, the individuals who are charged with the duty to keep peace in our communities, counties and across the state.”

OFF-DUTY POLICE OFFICER IN CRITICAL CONDITION AFTER BEING SHOT MULTIPLE TIMES: REPORT

“There is no routine call in law enforcement, but what happened this morning began as about as routine as you can get,” Sadler went on. “But anything can happen anytime.”

Stephen had worked in law enforcement for 20 years and was a U.S. Army veteran, according to Stone County deputies. He was also the chief of the Pineville Fire Department.

Fellow deputies called Stephen an “extraordinary leader” who always wanted to be first on the scene.

“It is heartbreaking to hear that Stone County Sheriff’s Deputy Mike Stephen was killed in the line of duty today,” Arkansas Governor Asa Hutchinson tweeted on Thursday. “My heart goes out to his wife and son, and to his fellow officers and friends in their grief at this tragic loss.”

Hutchinson ordered the United States flag and the state flag of Arkansas to fly at half-staff in Stephen’s honor.

Other police departments in Arkansas offered their condolences.

“Our thoughts and prayers are with the Stone County Sheriff’s Office and the family of Stone County Sergeant Mike Stephen, who was shot and killed in the line of duty this morning,” the North Little Rock Police Department tweeted on Thursday,

The tweet included the hashtags #GoneButNotForgotten and #BackTheBlue.

“Today, the State of Arkansas mourns the loss of a brave law-enforcement officer killed in the line of duty,” Sen. Tom Cotton, R-Ark., tweeted. “Mike Stephen protected the people of Stone County, standing as part of the thin blue line separating our communities from crime and chaos.”

Sen. John Boozman, R-Ark., tweeted that his prayers went out to Stephen’s family, friends and fellow law enforcement officers.

“He served his community in so many ways and laid down his life in the line of duty this morning,” Boozman wrote. “We honor his sacrifice.”

In a Facebook post The Stone County Sheriff’s Department thanked everyone for the “prayers and kind words.”

“Our Blue family has lost a great man who wore the badge with pride and honor,” the post said. “Our thoughts and prayers go out to Sergeant Mike Stephen’s Family,”

Police said the investigation is ongoing.

13 Pa. police officers to be fired over offensive Facebook posts

Thirteen officers in Philadelphia will be fired following an investigation into racist and offensive Facebook posts, the city police commissioner announced on Thursday.

In a news conference on Thursday, Commissioner Richard Ross said the officers are on a 30-day suspension with intent to dismiss.

The department had placed a total of 72 officers on administrative leave in June after a nonprofit group published the results of a two-year review of personal Facebook posts or comments from officers in Philadelphia and seven other departments.

PHILADELPHIA POLICE DEPARTMENT PUTS 72 OFFICERS ON DESK DUTY AMID INVESTIGATION INTO ANTI-MUSLIM SOCIAL MEDIA POSTS

Ross said about 3,100 offensive or potentially offensive Facebook posts were identified and connected to 328 active-duty Philadelphia police officers, adding that some posts date back to 2010.

He said the posts “clearly advocated violence or death against any protected class such as ethnicity, national origin, sex, religion and race or any speech advocating or supporting crimes affecting the integrity, honesty or trustworthiness of the police department.”

Ross told reporters that all but three of the 72 Philadelphia officers currently on leave will face some form of discipline. Four officers will be suspended for 30 days, while the rest will face disciplinary action ranging from reprimands to a five-day suspension.

The posts included “anti-Islamic posts such as ‘death to Islam,’” as well as “references to African-Americans as thugs,” “encouragement of police brutality,” and “homophobic memes which in some cases suggest violence against transgender individuals,” according to Ross.

“I continue to be very disappointed and angered by these posts, many of which violate basic human decency,” Ross said on Thursday.

“We need to move past this ridiculous hate that has consumed this country and has done so for centuries.”

Ross said on June 28 nearly all of the 72 officers on administrative leave, who have not been identified, received the first in a series of trainings. The department is also looking at software that would track and audit officers’ social media posts.

NEARLY 2 DOZEN ST. LOUIS OFFICERS FLAGGED OVER ALLEGED ‘RACIALLY CHARGED SOCIAL MEDIA POSTS’

The president of the Philadelphia police union said the Fraternal Order of Police is disappointed that the officers will be terminated without due process, adding that “the overwhelming majority of our members serve this city with integrity and professionalism.”

After publication of the database, which allegedly included nearly 180 posts tied to Phoenix officers that disparage black people, Muslims and transgender people, the police chief moved some officers to “non-enforcement” assignments while the department investigates.

In St. Louis, the top prosecutor placed nearly two dozen city police officers on an exclusion list last month after learning about “racially charged social media posts of current and retired city police.” Those officers are not allowed to bring cases to her office.

Tennessee detective, boyfriend arrested after violent incident, allegedly involving a hammer

A Tennessee detective has been decommissioned after investigators said she and her boyfriend were arrested. This, on the heels of an alleged clash between the two that reportedly involved a hammer.

Deputies with the Cheatham County Sheriff’s Department arrested Metropolitan Nashville Police Department Det.  Megan Hoffman and her boyfriend, Jonathan Mahoney, both 34, on Tuesday after an alleged domestic assault.

Deputies said they were called to the couple’s home in Ashland City, a half-hour from Nashville, about 2:30 a.m.

Hoffman is accused of punching her boyfriend in the face during an argument. A responding deputy saw bruising on the right side of Mahoney’s face, according to an incident report obtained by Fox News.

Mahoney told deputies Hoffman “destroyed the house” during the fight, according to court documents. He also told deputies that video cameras are set up at the home.

According to court documents, deputies found debris all over a hallway leading to a bedroom. Once in the room, deputies said, they found a computer monitor that was “busted and inoperable.”

Deputies said wires had been ripped out of the DVR linked to the camera system and the DVR was broken, adding that “the bedroom was in complete disarray.”

“There was also a large hole in the bedroom door,” the incident report said.

Mahoney told deputies Hoffman caused all the damage “during her rage,” according to the report.

When deputies asked Mahoney to go into further detail about the fight, he reportedly declined to offer more information without a lawyer present.

Deputies said when they questioned Hoffman, she alleged that Mahoney had struck her with a hammer. She told deputies she wanted to go to the emergency room for treatment.

In Eric Garner case, Justice Department declines civil rights charges against New York City police officer

The U.S. Department of Justice will not bring civil rights charges against the New York City police officer involved in the death of Eric Garner, a person familiar with the case confirmed to Fox News.

Garner, 43, died in 2014 during his arrest for selling loose, untaxed cigarettes outside a Staten Island convenience store. He refused to be handcuffed, and officers took him down.

In a video taken by a bystander, Garner was heard crying out “I can’t breathe” at least 11 times before he fell unconscious. The phrase has since become a rallying cry among those protesting perceived racial injustices perpetrated by police departments nationwide.

Garner was black; the police officer, Daniel Pantaleo, is white.

FLASHBACK: ERIC GARNER CHOKEHOLD DEATH: NO INDICTMENT FOR NYPD COP, DOJ TO OPEN CIVIL RIGHTS PROBE

The decision not to bring charges against Pantaleo comes a day before the statute of limitations was set to expire, marking five years since the encounter that led to Garner’s death.

A state grand jury also refused to indict the officer on criminal charges.

Garner’s family and attorney were meeting with federal prosecutors Tuesday morning, while a news conference was planned later with the Rev. Al Sharpton, where they are expected to address the outcome.

ERICA GARNER, DAUGHTER OF NYPD CHOKEHOLD VICTIM, DIES AFTER SUFFERING HEART ATTACK

Pantaleo’s attorney, Stuart London, told the Associated Press that he was not immediately aware of the decision.

Chokeholds are banned under police policy. Pantaleo maintained he used a legal takedown maneuver called the “seatbelt.”

The medical examiner’s office has said a chokehold contributed to Garner’s death.

The New York Police Department brought Pantaleo up on departmental charges earlier this year. An administrative judge has not ruled whether he violated policy. He could face dismissal, but Police Commissioner James O’Neill has the final say.

In the years since Garner’s death, Pantaleo has remained on the job but not in the field, and activists have decried the fact he’s still being issued paychecks that include union-negotiated raises.

Chilling new details emerge in Savannah Spurlock case

A Kentucky State Police detective testified Monday that Savannah Spurlock’s body was found naked and wrapped in several black garbage bags in a 19-inch grave with her feet bound by tape.

The details were revealed during a preliminary hearing for David Sparks who is charged with abuse of a corpse and tampering with physical evidence.

Spurlock was spotted leaving a bar in Richmond, Ky., on Jan. 4 with three men before she vanished. Her disappearance prompted a seven-month-long search for the 23-year-old mother of four.

A rug was also found behind Spurlock’s body when it was discovered last week during a search of Sparks’ parents’ home in Garrard County, Ky, Lexington’s WTVQ reported. Detective Tye Chavies of the Kentucky State Police testified Monday that the rug came from Sparks’ bedroom in the home and that he sent a text to his sister on Jan. 5, asking her where she purchased the rug.

Sparks was later spotted on surveillance footage at Walmart purchasing a rug similar to that of the one found with Spurlock’s body, the detective said in court. Blood found in a closet in Sparks’ home matched Spurlock’s DNA, he said.

“A lot of stuff that he revealed that we didn’t know,” Spurlock’s friend Sabrina Speratos told Lancaster’s WKYT. “I personally didn’t know. That was rough. It’s emotional. It’s hard to talk about. You hope to never hear anything like that. It’s pretty gruesome.”

Sparks is the primary suspect in the case but so far has not been charged with murder.

After Monday’s hearing, the case was sent to a grand jury who will decide whether to indict Sparks on charges related to Spurlock’s disappearance. A cause of death has yet to be revealed. Authorities have not said if they plan to make more arrests related to the case.

Louisiana cops hunting the killer of an African American history museum founder — who was discovered last week in a car trunk — planned an autopsy Monday in the “heinous” murder, as friends and lawmakers eulogized the civil rights activist as “a mother of the community.”

Sadie Roberts-Joseph was discovered in a vehicle parked just three miles from where she lived in Baton Rouge, where she founded and served as curator of the Baton Rouge African American Museum, which opened in 2001.

Investigators have been tight-lipped about potential suspects or a possible motive, but two city politicians close to Roberts-Joseph — Baton Rouge Mayor-President Sharon Weston Broome and Louisiana Rep. C. Denise Marcelle — confirmed her murder in separate social media posts.

Broome wrote on Instagram on Sunday she learned of the death “of a dear friend and a mother of the community” just as now-tropical depression Barry was bearing down on Louisiana.

Describing Roberts-Joseph’s death as “such shocking news,” Broome announced a $5,000 reward for information leading to the arrest of anyone connected to Roberts-Joseph’s death.

On Friday, Marcelle posted to Facebook that Roberts-Joseph “was found murdered.”

The website of the city’s visitor bureau says the museum Roberts-Joseph founded features African art, exhibits on growing cotton and black inventors as well as a 1953 bus from the period of civil rights boycotts in Baton Rouge.

Pennsylvania woman charged with DUI bites officer during arrest, prosecutors say

New Jersey prosecutors said a Pennsylvania woman has been charged with driving under the influence after she allegedly took off from police on Saturday, attacked multiple officers and even bit one in the leg as she was arrested.

A New Jersey State Park police officer said he’d tried to stop Jessica Hayes, 30, when she was leaving Island Beach State Park because she was going over 70 mph in a 35 mph zone.

The officer said Hayes “ignored commands to pull over and continued out of Island Beach State Park at a high rate of speed,” according to the Ocean County Prosecutor’s Office.

Prosecutors said she continued to drive “reaching speeds of 60 miles per hour while weaving in and out of traffic.” The officer decided to stop pursuing her “due to the substantial risk of injury to the public.”

Later, Seaside Park Police were said to have spotted Hayes at a bank and questioned her.

Hayes, of Bensalem, Pennsylvania, a half hour from Philadelphia, allegedly “displayed signs of intoxication” at the bank, and officers conducted field sobriety tests.

However, once police tried to arrest her, she allegedly attacked two Seaside Park officers, causing minor injuries, and bit a New Jersey State Park police sergeant on his leg.

Prosecutors said it seemed the injured officers “will all be OK.”

“We are lucky no one else was injured by her reckless behavior on a very busy Saturday at the Jersey Shore,” Ocean County prosecutor Bradley Billhimer said.

It wasn’t clear whether Hayes had an attorney; a message left for her Saturday by The Associated Press wasn’t immediately returned.

Hayes was being evaluated at a local hospital and will be transported to the Ocean County Jail once she is medically cleared, according to prosecutors.

Hayes also was charged with eluding, aggravated assault, resisting arrest, obstructing the administration of law, and several motor vehicle violations.
