Maryland police officer shot, killed in Montgomery County parking garage

A police officer in Maryland died Monday morning after he was discovered shot in a parking garage just outside the nation’s capital, officials said.

The Montgomery County Police Department said the incident happened just before 9 a.m. in downtown Silver Spring, north of Washington, D.C., after the officer was investigating the report of a “disorderly subject.”

Other officers who arrived to provide backup found the officer wounded on the garage’s top floor. He was rushed to a hospital where he later died, said Marcus Jones, the acting Montgomery County Police chief, at a news conference.

Jones identified the officer as Thomas J. Bomba, 38, a 13-year veteran of the department who was assigned to the 3rd District.

“Officer Bomba was a very dedicated officer who worked in downtown Silver Spring,” Jones said. “We have typically been made aware of many different types of crimes that occur in downtown and Officer Bomba always been actively involved on patrol and addressing a lot of the concerns that have occurred in downtown Silver Spring.”

Tactical teams and officers also were seen sweeping different levels of the garage. No suspects have been detained and no descriptions of possible suspects were available, Jones said.

At an earlier media briefing, Montgomery County Police Captain Thomas Jordan said, “to describe this as an all-hands-on-deck operation would be an understatement.”

Jones said the case was being investigated as a homicide, but he also said there was no indication of an “ongoing” public safety threat.

He said Bomba was wearing a body camera at the time of the shooting but was not sure if it had been activated. The officer’s weapon turned up at the scene but it was not clear if he returned fire, Jones told reporters.

Investigators were working with nearby businesses with surveillance cameras to see if any recorded the shooting, Jones said.

Some roads in the area were closed to traffic and students at several schools were sheltering in place earlier Monday, Fox 5 reported.

Super Typhoon Hagibis may be strongest to hit Japan in decades, 2 Rugby World Cup games canceled

A powerful super typhoon taking aim at mainland Japan this weekend is threatening to bring torrential rains and strong winds as major sports events and flights have already been canceled Thursday and officials warned of “freak waves” that could strike the coast.

Super Typhoon Hagibis, which means speed in Filipino, had maximum sustained winds of up to 168 mph and stronger gusts at noon local time Thursday near Chichi island in the Pacific, about 1,000 620 miles off Tokyo’s southern coast. It was moving north at the speed of 12 mph and is expected to weaken over cooler waters as it nears Japan’s main island.

The storm has typhoon-force winds that extend outward up to 90 miles, while tropical-storm-force winds extend outward up to 235 miles from the center.

The storm — currently with winds the equivalent of a Category 5 hurricane in the Atlantic — is forecast to weaken as it approaches Japan.

The Japan Meteorological Agency said the typhoon is forecast to hit ashore in the Tokyo area late Saturday and may bring up to 24 inches of rain across parts of the region, Japanese broadcaster NHK reported.

In addition to the threat of heavy rain, meteorologists are also warning that “freak waves” twice the size of normal waves may strike coastal regions in the coming days. The storm may wind up being more destructive than Typhoon Ida, which left 1,269 dead when it struck Japan in 1958, experts told the South China Morning Post.

Hagibis has already caused cancellations of two Rugby World Cup matches that were to be played Saturday. Organizers canceled the England-France match planned in Yokohama, near Tokyo, and New Zealand-Italy game in Toyota, in central Japan.

Organizers will leave a decision until Sunday on the Japan-Scotland match at Yokohama, which is scheduled to conclude the group stage that night.

“In principle, we make the decision six hours before kickoff but we would like to make this as early as possible on Sunday,” Japan Rugby 2019 chief executive Akira Shimazu said at a news conference. “We will look at the damage, we will consider carefully. We will make every effort so the spectators will see the match.”

Organizers also called off a marathon in Sendai and other northern coastal towns while a Formula One auto racing in Suzuka in central Japan may also be affected.

The approaching storm has caused airlines and railway companies to warn that services will be canceled over the three-day weekend, including Sports Day holiday on Monday. East Japan Railway Co. said that bullet trains and other major services could be halted by the storm and planned to announce details early Friday.

“Our goal is to notify passengers as soon as possible,” spokesman Yuji Ishikawa told the Japan Times.

The approaching typhoon is spreading fear especially in Chiba, near Tokyo, which was hit by Typhoon Faxai last month and many residents are still recovering from damage to their homes. The typhoon tore many electrical poles and snapped cables, triggering extensive outages that lasted for weeks, contributing to heat illnesses and other health problems among elderly people.

Chief Cabinet Secretary Yoshihide Suga, at a regular news conference, said the government will do the utmost for the people’s safety, and urged residents near the typhoon route to take precautions early.

Local offices in Chiba city already started distributing free sandbags to shield against flooding. The city also cautioned against power outages from potential typhoon damage and urged residents to make sure they have enough food, water, and their phones are charged.

Japan is regularly hit by Pacific storms, including Faxai in September. Typhoon Jebi flooded a terminal and a runway at Kansai International Airport last year.

Nevada police officer saves American flag from side of Las Vegas highway

The keen eye of a police officer in Nevada helped rescue a wayward version of Old Glory from the shoulder of a busy Las Vegas-area highway.

The Nevada Highway Patrol shared on Facebook a video of the moment that Trooper Jason Buratczuk, an Air Force veteran, pulled over along the northbound lanes of Interstate 15 near Sahara Avenue on Oct. 2, after he spotted the American flag on the side of the road.

“It’s not just a piece of fabric. It’s a symbol of our country,” he told FOX5. “People have bled and died for that.”

Buratczuk had first spotted the flag in the northbound lanes but kept driving past. He then decided to circle back around to retrieve it.

“I was thinking, ‘How could someone let this fall off their car?'” he told FOX5.

Video released by police shows the officer pulled over to the left side of the roadway and getting out to retrieve the flag as cars zip past.

The highway patrol said that Buratczuk collected the flag and immediately brought it to a local American Legion Lodge. The American Legion took possession of the flag and will properly retire it in a burning ceremony that is held about every six months.

Officials are asking drivers who may spot a flag on the side of the road to not retrieve it themselves due to safety concerns, but to contact NHP instead to have a trooper pick it up.

For Buratczuk, whose father, brother, cousins, and grandparents all served in the Armed Forces, the flag represents more than just the fabric its stitched from.

“Maybe we’d be better off if we take a minute and think of what the flag represents, and what it means to people,” he told FOX5.

California wildfire risk may cause power outages in 30 counties for more than 600,000 customers

The largest utility in California has warned it may cut off power for large parts of the northern part of the Golden State starting Wednesday and Thursday to prevent its equipment from sparking wildfires during expected warm, windy weather.

The National Weather Service has issued a red flag warning from 5 a.m. Wednesday until 5 p.m. Thursday for the North Bay Mountains and Valleys and East Bay hills and valleys in the San Francisco Bay Area due to “extreme fire danger.”

“Really extreme fire weather is what we’re looking at right now, what the weather models are showing,” Cal Fire Chief Mike Mohler told FOX40 on Monday, adding: “This is the largest, most concerning event that we’ve had in 2019.”

Cal Fire said the agency is preparing for a widespread period of conditions that could allow blazes to spread and is starting additional aircraft, ground crews, and personnel to respond if needed.

CALIFORNIA WILDFIRES: SEEKING SOLUTIONS TO A WICKED PROBLEM

A similar warning has been issued for the Santa Cruz Mountains from 5 p.m. Wednesday through noon on Thursday due to a combination of “gusty and potentially strong, damaging north or northeast winds” combined with low humidity.

“Strongest winds are expected in the hills, but gusty winds will develop locally in the valleys and near the coast as well,” the NWS San Francisco Bay Area office said in a forecast discussion. “These conditions will result in critical fire weather conditions from Wednesday into Thursday, especially across the  North Bay, East Bay, and Santa Cruz Mountains.”

Forecasters said the windy stretch of weather may be the strongest offshore wind event in the area since the October 2017 North Bay Fires.

In Northern California, Pacific Gas & Electric announced possible blackouts in 30 northern and central counties starting Wednesday that could affect more than 600,000 customers. The utility said that, based on the latest forecast models, the peak winds will occur from early Wednesday morning to Thursday midday and customers may be affected by a power shutoff even if they are not experiencing extreme weather conditions in their specific location.

“This is shaping up to be one of the most severe dry wind events we’ve seen in our territory in recent years and we want our customers to be prepared for an extended outage that may last several days,” Michael Lewis, senior vice president, PG&E Electric Operations, said in a statement. “We want our customers to be aware that, based on this number, it could take several days to fully restore power after the weather passes and safety inspections are completed.”

While PG&E has not confirmed any power shutoffs, the local police departments have announced that outages are likely.

The Lafayette Police Department said that 21,421 PG&E customers in the towns of Moraga, Orinda, and Lafayette in Contra Costa County could expect a shutoff beginning shortly after midnight on Wednesday and lasting through at least Thursday afternoon.

Officials said area residents should plan for family and pet medical needs, in addition to having enough fuel and water for each person and pet.

“Remember, gas stations, stores and ATMs in the immediate area will be closed,” police said, adding, “Know how to use the manual release on your garage door”

DRONES THE LATEST CRITICAL TOOL TO FIGHT WILDFIRES

On Monday evening around 4:30 p.m. Napa County officials said the utility was shutting off power to customers starting Wednesday morning and may extend five days or longer, KTVU reported.

Cal Fire said the state’s top five most destructive fires in terms of structure loss have taken place between September and November, with three blazes erupting in October in weather conditions that were a mix of gusty winds and low humidity. In addition to being careful to prevent blazes during high fire danger periods, officials told FOX40 on Monday that everyone should also have an evacuation plan ready.

“Wildland fires know no boundaries,” Mohler told FOX40 on Monday. “So, that traditional, ‘Oh, I don’t live next to a hillside with brush,’ no longer exits. If you look at the Tubbs Fire, it jumped the 101 Freeway, six lanes and went into what we would consider an urban neighborhood.”

Next month marks the one-year anniversary of the Camp Fire, the state’s most destructive wildfire ever, that killed 85 people and destroyed in excess of 18,000 structures. Power lines owned by PG&E were blamed in sparking that blaze, and the company filed for bankruptcy in January as it struggled with billions in potential liabilities.

Last month, PG&E shut off power to more than 48,000 customers in seven counties in wine country and the Sierra Nevada foothills as the humidity plunged, temperatures rose and winds kicked up. The outages lasted less than a day, and no major problems were reported.

In Sonoma County, PG&E cut power to 700 people in the Santa Rosa area, where the Tubbs Fire in October 2017 killed 22 people and destroyed more than 5,000 homes. In January, state investigators said that blaze was sparked by a private electrical system.

The risk of power outages this week isn’t just limited to Northern California. In the southern part of the state, Southern California Edison’s website showed Tuesday that more than 106,000 customers in parts of eight counties could face power cuts.

The largest numbers of potentially affected SoCal Edison customers are in Los Angeles County and to the east in San Bernardino and Riverside counties. Also under consideration are areas to the west in Ventura County and to the north in Kern, Tulare, Inyo, and Mono counties.

A Colorado woman’s quick thinking helped her avoid serious injury after a pair of moose charged her while she was on a recent hike.

Audrey Dickinson of Fort Collins was hiking the Uneva Pass near Copper Mountain, located between Vail and Silverthorne, when she spotted a moose appear from the woods.

“I know you should be 75 feet from them and I was 200 feet from them,” she told FOX31.

As she was watching the first moose, a second animal then showed up as she began to back away. Video taken by Dickinson showed the moose walking in the distance and staring at her before eventually charging towards her as she ran away.

Dickinson said she had to hide behind a tree several times to avoid being hit by the moose.

“I thought about going to a switchback behind me, but when I started moving, they started running again,” she told FOX31. “So I got back to the tree.”

Colorado Parks and Wildlife said peak mating season for moose and elk — known as “the rut” –lasts through early October. The agency has warned motorists to be aware of animals that are more active, easily distracted and potentially more aggressive.

“Both bulls and cows are aggressive during the breeding season, with bulls often fighting head to head until the dominant bull drives off, injures, or even kills the challenger,” the agency states.

That also applies to people enjoying the outdoors. The agency told FOX31 that people should remember to give plenty of space for wildlife, including putting an object between oneself and an animal.

Dickinson said she was eventually able to get away after standing by a tree for another few minutes.

“It could have been much worse,” she told FOX31. “It’s never worth it. I was really looking forward to this nice, long hike. The hike will be there another day.”

The prime minister said he planned to raise the issue with U.S. Ambassador Woody Johnson on Monday and intended to go up the chain to President Trump if need be.

“I hope it will be resolved very shortly,” Johnson said. “If we can’t resolve it then, of course, I will be raising it myself personally with the White House.”

Sacoolas, whose photo was revealed for the first time Monday by the British press, was about to be formally interviewed by authorities at the time she left the country, officials said.

The U.S. Embassy in London offered its “deepest sympathies” to the family of the deceased and said it will continue to be in “close contact” with the appropriate British authorities.

“Any questions regarding a waiver of the immunity with regard to our diplomats and their family members overseas in a case like this receive intense attention at senior levels and are considered carefully given the global impact such decisions carry,” a U.S. Embassy spokesperson told the Associated Press. “Immunity is rarely waived.”

Diplomatic immunity usually only covers diplomats and their dependents based in London. But a special agreement has been in place since 1994 that covers diplomats working at RAF Croughton, according to Sky News.

The parents of the 19-year-old killed in the crash said Monday they just want to talk to Sacoolas and do not “necessarily” want her to be punished.

“We’re not a horrible family, we’re a usual U.K. family that just need to put a face to what we have now is a name,” Dunn’s mother, Charlotte Charles, told Sky News. “Talk to her, find out how she’s feeling. She’s got to be suffering as well, she’s a mom.”

Charles added that police had CCTV video of the 42-year-old pulling out of the RAF base and driving on the wrong side of the road before the deadly crash.

“Harry had no chance of avoiding her. She traveled from around 350 to 400 yards on the wrong side of the road,” she told Sky News. “It was a head-on collision.”

Harry’s father, Tim Dunn, said that Sacoolas was “compliant” with police and “admitted at the time she was wrong.”

“We know from the police she was going to stay in the country, she was permitted to stay here for three years,” he told Sky News. “And then we didn’t think this would be what is happening, so to hear the news a few weeks after the funeral was devastating.”

Northamptonshire Police said Saturday they are exploring “all opportunities through diplomatic channels” as part of their investigation.

“Harry Dunn’s family deserve justice and in order to achieve this, a full and thorough investigation, with the assistance of all parties involved, needs to take place,” Superintendent Sarah Johnson said in a statement.

California ‘team of junior detectives’ help find missing 97-year-old woman with dementia

A group of young neighborhood sleuths in California is being hailed for their efforts last week to help find a missing woman.

The Roseville Police Department had posted to Facebook last Monday asking the public for help to locate a missing woman.

Glenneta Belford, 97, was reported missing around 4:15 p.m. in northwest Roseville, spurring police activity in the area. Officials said the 97-year-old suffers from dementia and is nonverbal.

“Recently she’s been known to hide or hunker down in a location,” police said at the time.

As a police helicopter hovered over the neighborhood making announcements that officers were searching for the woman, a group of young sleuths began their own search of the streets for the 97-year-old. Logan Hultman, Kashton Claiborne and Makenna Rogers, who are all 10, and 11-year-old Hope Claiborne set out and eventually found Belford, several hours after she was reported missing, hiding in bushes a few blocks away from their homes.

“She was right here and she was walking and she was talking to herself. And then when we came, she said, ‘No, no, no. Go away, go away, go away,'” Kashton told FOX40.

Hope, the oldest of the group, knew then what she had to do. 
 
“I called 911 and I said that I found this missing woman,” she told FOX40.

Roseville police said when officers arrived on the street in the neighborhood they were “overwhelmed by the number of residents out of their houses, looking around the neighborhood.”

“Our surprised dispatchers took the initial call from this team of junior detectives which helped connect officers to the missing person,” police said on Facebook. “This is a great example of our exceptional community coming together to lend a helping hand. This proves a great point, age is just a number and anyone can help out in a time of need.”

The search didn’t go off without some challenges. Before they found the 97-year-old, Logan told FOX40 he went over a bump on his bike that caused him to fall off. The group had to go back home to get cleaned up.

“So we came all the way back and my brother patched me up,” he said.

Logan’s mother, Alyssa Hultman, said her son gave her a blunt reason why the group found the need to go out searching for the woman on their own.

“He looked at me like I was almost crazy and said, ‘Because somebody needed help, mom. And when people need help you go and help them. That’s what we do,’” Hultman told FOX40. “So that right there, that makes you proud.”

Colorado wildfire grows to nearly 6,000 acres, spurs evacuations

A wildfire burning in central Colorado continues to grow as air quality advisories were issued for parts of the state Saturday due to smoke and up to 300 people have been evacuated.

The Decker Fire has been burning since Sept. 8 after it was started by a lightning strike, but in recent days has been growing as windy weather pushed the blaze closer toward homes in the area.

The National Interagency Fire Center said late Saturday the wildfire’s northernmost burn area is about two miles south of Salida, Colo., located about 100 miles west of Pueblo. The blaze has grown to about 5,921 acres and is only 5 percent contained.

“It’s kind of nerve-wracking because you know there’s homes up there,” Salida resident JoAnna Fisher told FOX31 on Saturday and she watched smoke billowing into the sky from her front porch.

The blaze has spurred mandatory evacuations in several subdivisions, causing some 300 people to be evacuated from about 130 homes. The Chaffee County Sheriff’s Office said on Facebook that one home has burned so far in Fremont County while another has burned in Chafee County.

Around 806 personnel are assigned to the fire, which has closed multiple roads in Chaffee, Fremont and Saguache Counties.

“Hopefully they get it under control,” Salida Tyler Fisher told FOX31.

Officials issued a red flag warning on Saturday out of concern that high winds from the west could push the blaze eastward.

“Once established, wind-driven spot fires could spread quickly,” officials said on a Facebook page set up to monitor the blaze.

The Thornton Fire Department shared photos to Twitter of aircraft being deployed to help fight the blaze.

By Saturday night, the fire was reported to be “less alive” than in previous days, but officials were cautious that strong winds could “increase fire behavior.”

An evacuation center has been established at the First United Methodist Church of Salida. The sheriff’s office said that the Chaffee County Fairgrounds is in need of donations of hay, to assist in feeding evacuated animals.

Humidity levels are expected to rise on Sunday, but strong winds are forecast to return by Monday that may fan the spread of flames this week.

“Potential still exists for alignment for large fire growth,” fire officials said.

Suspected drug traffickers rescue Spanish police officers after collision at sea during high-speed chase

Three police officers ended up being rescued by a group of suspected drug traffickers they were chasing at sea on Friday after their boats collided off the coast of Spain, officials said.

The Civil Guard said in a news release the incident happened off the coast of Costa del Sol, after Spanish maritime patrol agents were trying to intercept a boat suspected of carrying drugs that had four people on board.

During the chase, officials said both vessels collided, causing three police officers to fall into the water after the agent’s boat went “out of control.”

A police helicopter then hovered overhead and called on the four suspected drug traffickers to help using a megaphone. The group then helped pull the officers to safety.

“The crew of the helicopter of the Malaga Air Unit, upon realizing the imminent danger to the civil guards, required the occupants of the other vessel to support them by public address, being rescued by them and being all unharmed,” police said in a news release.
